Shoigu spoke about the categories of citizens who will not be affected by mobilization during the inspection of the training and conditions for the placement of citizens called up from the reserve.
Together with Moscow Mayor Sergei Sobyanin and Governor of the Moscow Region Andrei Vorobyov, the minister studied the places for the mobilized, organized on the basis of the Patriot Congress and Exhibition Center and the Avangard educational and methodological center for the military-patriotic education of young people in Kubinka near Moscow.
Earlier that day, it was reported that citizens called up as part of partial mobilization began to undergo combat training in the Russian regions. Thus, preparatory measures began in Siberia. Prior to this, on September 26, the Ministry of Digital Development of the Russian Federation approved a list of 195 specialties, for whose representatives a deferment from partial mobilization is recommended. It includes, in particular, specialties in physics and mathematics, chemistry and biology, as well as technical specialties and areas related to information technology and communications.
On September 23, the Ministry of Defense of the Russian Federation reported that IT, communications, media and finance specialists would not be involved in partial mobilization. The decision on this was made to ensure the operation of certain high-tech industries, as well as the financial system of the Russian Federation.
Shoigu also explained that employees of enterprises of the military-industrial complex for the period of work in these organizations, students of military universities and conscripts will receive a deferment from conscription.
On September 21, partial mobilization was announced in Russia, designed, among other things, to protect the sovereignty and territorial integrity of the country. A total of 300,000 people will be called up.
Russia launched a special operation to protect the Donbass on February 24. The decision was made against the background of the aggravation of the situation in the region as a result of shelling by the Ukrainian military.
