The plot is based on the novel 'Devils in Exile', by American writer Chuck Hogan, which is about an Iraq war veteran who joins an elite squad to fight drug trafficking in Boston.
Hogan, who has been a screenwriter for films such as 'The Town' (2010) and the series 'The Strain' (2014) – in which he shared credits with Mexican director Guillermo del Toro – also wrote the script for the film, which will have an approximate budget of 80 million dollars.
The project does not yet have a director assigned and was released to the independent market. However, the film had originally been announced in 2013 by Universal Studios, with Joe Carnahan ('The Blacklist') as director.
The last film he participated in Will Smith was 'Emancipation', directed by Antoine Fuqua and distributed by Apple.
