What mess are brought by Morena? The majority of Congress and the Governor of Sinaloa decreed a reform to the collection of drinking water, avoiding what everyone knows very well, that we have an alarming problem of water use management.
If what the mayor of Culiacán Estrada Ferreiro affirms is true, the 50 percent discount for the elderly, disabled and retired will create a loss of nearly 500 million for all State Drinking Water Boards.
After the scandal caused by this affair, Rubén Rocha Moya declared that the state government will pay this discount. This means that his electoral circus will cost the treasury a million. It is an aberrant loss to the precarious state coffers.
His job as chief adviser to two governors happened to the Badiraguatense at night.
It is clear that those of Morena are not capable of building alliances among themselves for the governance of development, much less with the rest of the social actors.
In addition to the fiscal, they are turning their backs on the serious problem of water today.
The National Water Plan 2019-24 establishes multiple objectives that should be considered by local governments, including alignment with agendas of international guidelines on climate change.
Despite having eleven rivers and dams with a storage capacity of more than 20 million cubic meters, Sinaloa suffers from drought in almost 40 percent of its territory.
There is enormous waste in both agricultural and urban uses that exacerbate scarcity. Trying to weaken the finances of the municipal drinking water boards is attacking the few capacities acquired to provide the service with efficiency and equity.
According to the National Water Commission, the storage achieved in recent years in Sinaloa dams is less than 60 percent, and there is serious waste.
Total consumption at the state level amounts to 9,558 billion cubic meters, of which 94 percent is for agricultural use; 5 percent for urban consumption and less than one percent for industry.
Of the total water transported from the dams to the plots, 40 percent is wasted through evaporation, because it is mostly carried through earthen canals.
Likewise, the gravity irrigation system is an aberration: on average, to produce a kilo of corn, 700 liters of water are used, which is almost given to the producer and is transmitted to the consumer as a blind subsidy.
That is the most critical aspect of liquid consumption. Fortunately, the coverage of water in Sinaloa homes exceeds 95 percent and the municipalities make enormous efforts to provide the service, so it is outrageous that instead of taking measures for responsible use, electoral populism is carried out, which will be of no use because the 50 percent discount that was approved will only mean savings of less than 200 pesos a year for the poorest. On the other hand, for the Boards it would mean millionaire losses, since the large solvent consumers will benefit.
Now, if the state government pays for it, it will mean that they will spend hundreds of millions of pesos on their electoral proselytism.
It is necessary to put aside that false paternalism that uses certain shortcomings as a pretext to ingratiate itself with the electorate. If there is almost free water, people will continue pulling out the hose to water patios and streets every day, which after all, those from Morena “pay”, but in reality they exhibit themselves as irresponsible adventurers.
A state program for the modernization of irrigation canals and education for water care cannot be extended.
The hosts of Feliciano Castro and his boss Governor Rocha Moya cannot understand that they came to lead to do things differently and in many matters they are making things worse. It is hilarious that, in the appearances in
public, the congressional leader acts as if he were in front of a little mirror, with an unusual self-complacency.
They are disapproved as power relievers. They lack a lot of reality.
