They demand the Presidency of the Cortes and three ministries and put on the table a negotiable program in fifteen days after the session this Thursday
The statement via Twitter by Juan García-Gallardo, as stealthy as all of Vox during the negotiation, is harsh. “The PP is determined to deny Vox voters the same treatment it gave its partner.” And he adds: “There is still time to rectify and accept this proposal or, otherwise, explain to their voters why this Government has not wanted Castilla y León.” The accompanying document is even tougher. A proposal of maximums that places the PP in the position of having to face an ordeal without reaction time. There are just hours left to constitute the Courts Table and Vox asks for the Presidency, the vice-presidency of the Board and three ministries. And a programmatic content of 29 points of a specificity that did not exist in his electoral program, just an outline of a Decalogue condensed into two pages.
“We present the bases of a legislature agreement”, clarifies the organization of Santiago Abascal, which must be detailed in the two weeks that would elapse from the constitution of the Cortes -this Thursday at 12 noon- and the investiture session, which will take place You have to celebrate within 15 days. “In this coalition government, the Presidency of the Junta de Castilla y León will fall on the PP, as will six of the nine ministries.” Here there is already a relevant nuance, because the agreement reduces the number of ministries from 10 to 9. The ten is the maximum contemplated by the regulations after Juan Vicente Herrera promoted that modification in times of crisis. Precisely the same Herrera who had the largest government, with twelve, shortly before. «The Vice Presidency of the Board -the role that Francisco Igea (Cs) had since 2019-, as well as the Presidency of the Cortes and the Third Secretary of the Table -which Luis Fuentes and Marta Sanz had, respectively, both from Ciudadanos- will fall on vox».

The point is that Vox, which has not understood the PP’s tactic of slowing down the deadlines and playing simultaneously with the possibility of support from Soria. Now! for the Table of the Cortes and a minority Government, has added some very specific “axes of Government”. “Program, program,” said Alfonso Fernández Mañueco. And program they have sent you. Set a deadline. 90 days of Government to undertake, for example, the reduction of “public subsidies to unions, employers and political organizations, as well as public funds dedicated to institutional advertising.” In addition, in the midst of the humanitarian crisis in Ukraine and after the controversy over the different attitude of the Vox leaders regarding Ukrainian and African refugees, he assures that they will eliminate “the budgetary and regulatory items that promote the pull effect and favor the trafficking of human beings ».
Also, in the midst of measures that are more manageable by the ideology of the PP, it adds the development of “a domestic violence law that recognizes and equally repairs any type of victim.”
Vox announces concrete measures, some difficult for the PP to take, to implement in the first ninety days of co-government
Vox thus takes the initiative with a forceful action plan that forces the PP to respond on all fronts, from the assignment of councils to the program. 95% of all of it, however, can be polished in the next few weeks. 5%, and it is not a minor percentage in terms of its relevance, is what will be at stake in the Cortes of Castilla y León this Thursday. If there is no Presidency of the regional parliament and a secretariat for Vox, there will be no government agreement to alleviate it.
Presidency in contention
That trick, which the PP valued at some point during the negotiation, is ruled out with this forceful ultimatum. The PP has the vote in favor of its 31 attorneys and Citizens, since Francisco Igea has offered its support in Thursday’s vote so that Vox does not preside over the regional parliament. She would be 32. The PSOE is going to present Ana Sánchez as a candidate for the position. She has her 28 votes and 1 from United de Podemos, which would also give it to her. For Ávila has not yet been pronounced. UPL has said that it will not support one side or the other. Soria ¡Ya!, with his three votes, can assert himself now and decide who presides over the Table.
Even in the event that the PP could obtain the Presidency of the Table of the Cortes, the difficult part would come later. Negotiating from there with a Vox located at this point, which has also been made public, is very complicated. Vox could oppose the investiture of Alfonso Fernández Mañueco. It could get ahead, then, only with the abstention of the PSOE. And that, although it is in line with what Alberto Núñez Feijóo has requested, would not come for free. Otherwise, a period of two months would be opened after the failed investiture to try to get a government. If it is not achieved, there would be an electoral repetition. And there, the unpredictability increases until nobody is clear about what the result could be.
