With the best years of oil revenues, Venezuela has spent the last 20 years collecting the money from this rent. Along with this reality, corruption took hold, one of the evils that Hugo Chávez assured that he was going to eradicate, but that in practice what he did was deepen, especially after his death in 2013.

Since then, prior to the economic sanctions imposed by the United States, at least 246 infrastructure works were left unfinished, adding 316,000 million dollars that disappeared in Venezuela.
The data corresponds to an investigation by the organization Transparencia Venezuela, which in recent years has documented cases of simple corruption and grand corruption inside and outside the country.
In the two decades of Chavismo, the health, road, transportation, housing, education, food, energy, and production sectors add up to more than 200 unfinished works, of which only 153 financial information could be obtained. In Venezuela, the delivery of information public is not a practice of the State, on the contrary, it bets on the opacity of the figures.

The sector with the most resources allocated was hydrocarbons, in many cases the works have not even started. According to the calculations of Transparency Venezuela, they are

In the health sector, a loss of 63,504,102,890 dollars is estimated, while for the transportation area it would be 53,088,327,793 dollars.
Hospitals and schools are among the main structures that were not completed or for which recovery was announced and did not start.

This investigation reveals that the states with the most unfinished works They are Lara with 66, Barinas with 45, Zulia with 22 and Bolívar with 21.
The eternal metro of Guarenas
But, on the outskirts of the capital, about 30 minutes away, in the town of Guarenas, one of the most emblematic unfinished works can be seen: the famous Guarenas subway, which with the participation of Odebrecht, began construction on March 18, 2007, projected to be completed in 2012. Today only the columns adorn the road.
The Guarenas metro, for example, would facilitate the movement of citizens to the metropolitan area of Caracasrelieving the transport service.
The 246 works are distributed in 22 of the 23 states. In total there are 124 entities responsible for execution.

In Caracas these are the unfinished works: Circunvalación Sur-Caracas highway (32.5 km of roads, eight interchanges, 12 tunnels and 15 viaducts). This work alone would benefit between 100,001 and 1,000,000 people.
