Under the directives of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council of the Emirate of Dubai, and embodiment of Dubai’s leadership in government excellence and with the participation of the Dubai Government Excellence Program – affiliated to the General Secretariat of the Executive Council of the Emirate of Dubai – as a founding member, Dubai yesterday witnessed the signing of a “Declaration The principles of the International Council for Excellence, with the participation of 12 founding members covering five continents, with the aim of unifying global efforts to promote a culture of excellence and efficiency, competitive performance, and the exchange of best experiences and practices whose positive impact is directly reflected on government and institutional work to serve individuals and communities.
The signing of the declaration was attended by His Excellency Abdullah Mohammed Al Basti, Secretary General of the Executive Council and President of the Dubai Government Excellence Program, and the founding members of the World Council for Excellence: representatives of the European Foundation for Quality Management, the Australian Council for Quality, the Japan Quality Award, the Quality Foundation in the Iberian Peninsula and Latin America, and the Quality Improvement Institute Mexico, the Malaysian Productivity Institution, the Bolridge Program for Excellence in the United States of America, the Confederation of Indian Industries, the China Society for Quality, the African Forum for Quality, the National Quality Foundation in Brazil, in addition to the Dubai Government Excellence Program.
The first of its kind global council aims to develop joint events and activities in the field of quality and performance excellence among international partners, in addition to highlighting the best international practices in the management of quality and excellence awards, evaluating the most effective management practices, consolidating the foundations and principles of excellence, and stimulating the adoption of excellence models. Promote it, introduce it, develop it, train on it, evaluate and give appreciation based on it.
His Excellency Abdullah Mohammed Al Basti, Secretary-General of the Executive Council of Dubai, said: “The signing of the Declaration of Principles for the Global Council for Excellence is in line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to promote a culture of excellence. This announcement constitutes a promising new phase of joint international action in order to popularize the world’s leading practices and experiences in the field of government excellence, starting with the Dubai experience.”
His Excellency added: “Dubai has established a global model in government excellence for 25 years, and the success of its experience is an international standard and model, and today it is sharing the world’s best practices in the field of excellence, through the Dubai Government Excellence Program for a quarter of a century, thanks to the vision of A clear strategy established by the leadership with the aim of improvement, development and enhancement of quality in all fields.” His Excellency stressed that the meeting of the founding members of the Global Council for Excellence in Dubai and their announcement of the principles of the Council at the international level for the next stage is evidence of what Dubai has reached as a global capital for excellence and quality.

A series of “Government Best Practices Meetings” was launched yesterday in Dubai, organized by the Dubai Government Excellence Program of the Executive Council of the Emirate of Dubai, with the participation of heads and representatives of government agencies in Dubai and members of the Global Council for Excellence.

A panel discussion was held under the title “Modern Global Trends in Excellence”, in which members of the International Council for Excellence participated, namely: Russell Long-Muir – President of the European Foundation for Quality Management, Krishan Barael Mana – President of the Quality Institute of the Republic of India, and Matumi Mudiba – Chairman of the Board of Directors of the African Excellence Forum From South Africa, the discussion was moderated by Dr. Hazaa Al Nuaimi, General Coordinator of the Dubai Government Excellence Program. The session discussed the best practices of government excellence based on the concepts of total quality, and ways to develop the performance of work teams to produce a creative generation capable of facing the future.

The closing session, which shed light on the elite entities in Dubai, hosted meetings on best government practices, in which Brigadier Sheikh Mohammed Al Mualla, Director of the General Department of Excellence and Leadership at Dubai Police, Waleed Salman, Executive Vice President of Business Development and Excellence Sector at Dubai Electricity and Water Authority, and Ahmed Bahrozyan, Executive Director of the Public Transport Agency at the Roads and Transport Authority, and Juma Al Ghaith, Executive Director of the Customs Development Sector at Dubai Customs.
