Update from March 7th, 7:50 p.m.: According to Kiev, in the third round of negotiations between representatives of Russia and Ukraine, progress was made towards establishing humanitarian corridors. “We have achieved some positive results regarding the logistics of the humanitarian corridors,” Ukrainian Presidential Advisor Mykhailo Podolyak wrote on Twitter Monday evening. “There will be changes, and people suffering from the aggression of the Russian Federation will be helped more effectively,” he added.
On other key issues, such as a ceasefire, “intensive dialogues will continue,” said Podolyak, who is taking part in negotiations with Russia. So far, there are “no results that could improve the situation” on these points. The Russian side, on the other hand, expressed disappointment with the talks. “Our expectations of the negotiations have not been met,” Moscow’s chief negotiator Vladimir Medinsky said on Russian television. “We hope that next time we can take a bigger step forward.”
Ukraine-Russia talks: three hours of talks between Kyiv and Moscow
Update from March 7th, 7:20 p.m.: The third round of negotiations between Kyiv and Moscow after Russia’s attack on Ukraine ended on Monday evening after around three hours in Belarus. This was reported by the Belarusian state media in Minsk, citing the Russian embassy there. Nothing was initially known about the results. There was initially no confirmation from the Ukrainian side. The Belarusian state agency Belta published a picture of the delegations at a table on the Telegram news channel.
The Ukrainian presidential adviser Mykhailo Podoliak also took part in the talks. Among other things, the representatives of both countries wanted to talk about humanitarian corridors to rescue people from embattled areas. Russian negotiator Vladimir Medinsky had complained that none of the corridors were functional. As a condition for a cessation of fighting, Russia is demanding that Ukraine declare itself neutral in its constitution. In addition, Kyiv must recognize the annexed Black Sea peninsula of Crimea as Russian and the separatist areas as independent.
Ukraine-Russia negotiations: No escape corridors from Mariupol at the moment
Update from March 7, 7:10 p.m.: As ZDF’s “heute journal” reports, the planned evacuations from the heavily contested southern Ukrainian city of Mariupol are not progressing. The report shows lines of buses waiting but unable to move to take civilians out of the city of 450,000.
It is said that the Russian side offered escape corridors – but only to Russia or Belarus. “We cannot accept this variant for escape corridors. Our fellow citizens will not go to Belarus and then fly to Russia,” said Deputy Prime Minister Iryna Vereshchuk on Monday.
Ukraine-Russia negotiations: US President Joe Biden is said to be planning an oil embargo
Update from March 7, 6:15 p.m.: Will the next serious sanctions for Russia in the Ukraine war come? Like the news agency Reuters reports that US President Joe Biden wants to impose a ban on deliveries of Russian oil. If necessary, he wants an oil embargo without the European allies, according to a tweet by the journalist Idrees Ali.
On this Monday afternoon, Biden had called Germany’s Chancellor Olaf Scholz (SPD), French President Emmanuel Macron and British Prime Minister Boris Johnson to discuss further measures. Washington had previously announced further sanctions against Moscow. This is intended to put pressure on the Russian side to agree to a ceasefire or, at best, to peace talks.
Ukraine-Russia talks: new talks between Kyiv and Moscow on war
First report from March 7th: Minsk/Kyiv – On Monday afternoon (March 7), new negotiations between Ukraine and Russia began. The Ukrainian presidential adviser Mykhailo Podoliak announced on Twitter at noon that the talks were scheduled to start at 3 p.m. Podoljak tweeted a selfie in front of a military helicopter. According to the Tass state agency, the Russian delegation had previously flown to Belarus. It was not initially known exactly where the two sides would meet.
A first meeting in the Ukraine conflict between the foreign department heads of Volodymyr Zelenskyj* and Vladimir Putin could also be near: Turkey says it is arranging such an appointment with the ministers Dmytro Kuleba and Sergei Lavrov. However, it still seems unlikely that there will be rapid breakthroughs. Russia published a list of demands on Monday.
Ukraine-Russia negotiations: Kremlin makes new offer – one hard demand is dropped, two remain
Kremlin spokesman Dimitri Peskov said Russia was ready to end hostilities “immediately” if the conditions were met. At the same time, the demand for “denazification” was missing a crucial, probably unattainable point – this Russian position was understood as a call for the resignation of the Zelenskyi government.
However, there are also two points that Ukraine had rejected as unachievable on Sunday evening German time: the recognition of Crimea as Russian and the “People’s Republics” of Donetsk and Luhansk as independent.
- Suspension of all military actions
- Inclusion of neutrality in the constitution
- Recognition of Crimea as Russian territory
- Recognition of the Donetsk and Luhansk People’s Republics as independent states
Russian President Vladimir Putin called on the European Union to put pressure on Ukraine. The EU should “make a real contribution to saving human lives and (…) persuade Kyiv to comply with humanitarian law,” the Kremlin said on Monday in Moscow after Putin spoke on the phone with EU Council President Charles Michel.
After the fire on the site of a Ukrainian nuclear power plant, further negotiations could revolve around nuclear safety in the war-torn country. From a Russian perspective, talks with Ukraine and the International Atomic Energy Agency could begin soon, Russian Ambassador Mikhail Ulyanov said in Vienna on Monday. So far, Russian troops have taken control of Chernobyl and the Ukrainian Zaporizhia nuclear power plant. According to the IAEA, a nuclear research facility in Ukraine has been destroyed. Apparently there was no radioactivity.
Ukraine war: Negotiations with Russia are ongoing – Putin hits “unfriendly states” with ruble measures
In response to the Western sanctions, Putin’s government has meanwhile decided that financial obligations to “unfriendly states” will only be settled in rubles. The list confirmed on Monday includes Germany and all other EU members as well as numerous other countries. Among other things, the following are mentioned:
- 27 EU members* including Germany
- USA (previously affected)
- Czech Republic (previously affected)
- Ukraine
- Switzerland
- Japan
- Great Britain
- Canada
The states would have to set up a clearing account with a Russian bank for the ruble payments, it is said. The Russian ruble has been falling sharply for days, and it also fell significantly against the dollar and euro on Monday. According to the Central Bank of Russia, Russia has an external debt of $478.2 billion as of January 1, 2022.
Following a decree by Putin, the Russian government began compiling a list of “unfriendly states” last year, with the USA and the Czech Republic appearing first. The embassies of both countries were no longer allowed to employ Russian citizens as employees. As a result, the work of the diplomatic missions, which rely on Russian local staff, is significantly restricted. (dpa/fn) *Merkur.de is an offer from IPPEN.MEDIA.
