Minister Luís Roberto Barroso, president of the National Council of Justice, pointed out that the agreement reached between the Court of Justice of São Paulo, the State government and 81 municipalities in São Paulo this Friday, the 10th, should alleviate the ‘wear and tear’ between mayors and voters regarding the collection, in court, of taxes, such as IPTU.
The expectation is that the pact will lead to the extinction of 2 million tax enforcement processes, which constitute one of the main bottlenecks in Justice, according to Barroso.
The president of the CNJ explained that mayors must now choose other, more efficient ways of collecting debts before taking legal action. They will have as a basis for charges, through non-judicial channels, decisions of the Federal Supreme Court and the CNJ.
Barroso stated that the protest, for example, ‘is not a nice thing’, but by doing so the mayors ‘will only be complying with a court decision’. “You can blame us”, joked the minister in front of 81 representatives from cities in São Paulo that signed up to the agreement.
The judge highlighted that the processes targeted by the agreement would not raise a single cent. He stressed that the pact does not cause any damage to public coffers, but rather helps municipalities to increase revenue.
