Ultimatum of the 5 Stars and Giuseppe Conte to Prime Minister Mario Draghi. The 5 Star Movement wants to avoid an escalation of the conflict in Ukraine and in Parliament it will vote accordingly with this principle which is the “Piave line“. This was said by the leader of the 5-star Movement Giuseppe Conte, at the end of the National Council. That of the M5s, he specified,”it is not a distinction of light and heavy weapons but of functionality and use of armaments“.
And this position, he assured, “absolutely does not break the majority: ours is a contribution and no one has ever told us that Italy wants to push for a military escalation, this is our line of the Piave. We do not want to favor a military escalationbut rather we want Italy to be the protagonist of diplomatic negotiations so that the question is oriented towards a just and balanced political solution based on respect for international law “.
On a possible provision in Parliament on sending weapons to Ukraine, he added, “we will vote accordingly and seek full support from the other forces supporting the government and we believe that the conditions are in place to share our concerns and for our government in all fora to have this political orientation which is to counter any military escalation that could take on ever larger and uncontrollable dimensions. We must work to ensure that there is a political direction towards a diplomatic solution “.

The National Council, which met today, unanimously resolved:
• to confirm the full and resolute condemnation of the military aggression conducted by Russia against Ukraine, as contrary to the most elementary principles of international law, not provoked and not justified;
• to express deep indignation at the repeated attacks by the Russian military forces on the population and civilian infrastructure which conflict with international humanitarian law and constitute war crimes;
• to confirm the need to maintain an incisive sanctions plan to dissuade Russia from continuing the invasion and, if necessary, to increase the sanction level with even more severe measures;
• to oppose the sending of military and counter-offensive aid that may go beyond the requirements linked to the exercise of the legitimate defense right enshrined in art. 51 of the United Nations Charter, which remains the primary objective and justification of the reaction underway;
• to believe that Italy should promote all the necessary efforts, in the European, Euro-Atlantic and international fora, so that the risk of a further military escalation is countered and the relaunch of diplomatic negotiations is instead favored, so that the current conflict does not explode in a military confrontation of ever larger and uncontrollable proportions, but is resolved through a political, just, balanced, lasting solution and fully in line with the principles of international law;
