Morena deputy Benjamín Carrera Chávez proposed the creation and integration of health committees at the state level, to implement direct subsidy programs for said committees to promote citizen participation and the improvement of health centers under criteria of transparency and accountability. of counts.
The legislator explained that recently the Federal government began to provide direct subsidies to the Health Committees made up of civil society, who know first-hand the needs of their health centers, approximately 12 thousand centers throughout the country.
He highlighted that under the “La Clínica es Nuestra” program, the beneficiary committees, in addition to supervising the improvements and checking expenses, will be able to use the investment funds in basic infrastructure, maintenance of the buildings as well as in the acquisition of medical equipment, with the commitment to recording expenses and undergoing a social audit to ensure transparency in the use of resources; which he said can be increased in a second stage.
In this sense, he recalled that the federal government has been clear that, under a participatory democracy scheme, it seeks to exercise resources directly and make decisions in a coordinated and consensual manner between users, committees and operational health personnel, which strengthens and promotes the sense of responsibility and belonging.
Likewise, he indicated that in Chihuahua the State Health Law establishes the Constitution of the health committees, which will have the objective of participating in the improvement and surveillance of the health services of their localities and promoting better environmental conditions that favor health. of the population.
“We find agreement that the democratization of public sector health systems allows for improvement and, above all, attention to the true needs of users, reflecting transparency and effectiveness in investment, since the dispersion of resources is carried out through the citizen organization itself, prioritizing true needs over operating expenses.”
