The Popular Party has presented this Sunday a battery of measures that it will transfer to the Government for the reconstruction of the territories and support for the people affected by DANA so that it includes them in the new package of measures that it plans to approve this Monday in the Council of Ministers.
The PP Deputy Secretary of Economy, Juan Bravo, explained in a press conference this Sunday that the party has been working on these thirteen measures since Wednesday of last week, one day after the DANA.
The measures aim to increase the list of affected municipalities; create a single portal for the management of DANA aid through a single window, which could be the Tax Agency; establish a vehicle renewal line, design a housing plan and an education plan.
Derived from this last plan, it is proposed to the Ministry of Education create the ‘EDUCAMOS’ fund‘, which finances all the actions necessary to recover educational activity in the centers.
Regarding vehicles, the PP proposes expanding the aid from the MOVES Plan for electric vehiclesplug-in hybrids or hydrogen, with an amount of up to 14,000 euros per car at the time of purchase, as well as a RENOVE Plan with direct aid of up to 10,000 euros for vehicles of any technology.
Furthermore, it proposes a new aid line for commercial vehicles of up to 50% of the cost (with a limit of aid of 40,000 euros for the purchase of a car of any technology), and also aid for vehicle repair of up to 50% of the damage.
It also provides for a social mobility renting for families with fewer resources, so that they can access a vehicle, with a monthly payment of between 50 and 150 euros for a maximum period of 3 years.
In terms of housing, he points out immediate action to temporarily relocate or permanent to those affected by DANA, as well as the creation of a Registry of applicants for temporary or permanent relocation.
Fiscal measures and defense infrastructure
Furthermore, the PP proposes establishing a plan mental health; regain mobility; make an exemption from the transport subscription rate in the affected areas and create measures related to the assumed expenses.
In matters of taxation, highlights the need to reduce or eliminate a series of taxes, such as taxes linked to the reconstruction of homesjust like “interest-free deferral” of personal income tax or any other tax.
It also proposes to reduce the Economic Activities Tax corresponding to 2025 and that the homes that receive the aid provided for in the future Royal Decree Law of the Government, or in the one already approved by the Generalitat, be exempt from paying the Real Estate Tax in the next exercise.
The PP proposes that to make these tax aid possible, the General State Administration compensates local entities for the decrease in their income derived from them.
Bravo has indicated that the PP defends increasing to 100% the salary paid by those affected who are sick due to extraordinary temporary disability, from the 75% included in the Government’s Royal Decree Law.
In addition, the PP requests the Ministry of Ecological Transition and Demographic Challenge to guarantee the necessary investments to have defense infrastructure against future flood risks, in the same way as the cleaning and actions necessary to recover the river beds and ravines after the passage of the DANA.
