The City Council plans to take the camp in 2023 next to Mandarache, where there will be a place for the fair and other leisure and cultural activities in the city
The Cartagena City Council and the Federation of Troops and Legions are working on the project for the new Carthagineses and Romanos camp, with the idea of moving it from the Plan Rambla area to the surroundings of the Mandarache Shopping Center in time for next year’s festivities. This was confirmed to THE TRUTH by municipal sources and they recalled that the venue will be part of a public and permanent leisure, culture and sports complex. That will allow programming “other activities in the city” other than the September festivities, “such as concerts or exhibitions.”
The government team, headed by the mayor, Noelia Arroyo, simultaneously addresses the two basic issues to make this plan a reality. On the one hand, it holds meetings within a joint technical commission made up of representatives of the City Council and the Federation to agree on “the design of the new camp” and the rest of the facilities. In addition, the Urban Planning area, which is managed by the deputy mayor, Ana Belén Castejón, carries out “the necessary steps to be able to decree the occupation of the land” in the Partial Plan CC1.

Regarding the project, whose budget has not yet been specified, in the mayor’s office they indicated that “the municipal technicians have made several sketches, with alternatives in the distribution of the elements that are part of the camp and the fair.” There will be space for the individual headquarters of the 50 troops and legions and a protocol tent in streets 12 meters wide, as well as some 60 plots for attractions and services of the fair, separated by streets of 8 meters. There are also proposed designs to enable “an area for the vintage market, which would be integrated” into the complex, and “the reservation of an area for shows, toilets and emergency services.”
Commission together with the festeros
The Infrastructure area, managed by Diego Ortega, has carried out a new and detailed topographical study of the land, which has a mound to the east and a power line. What is clear is that the enclosure would occupy some 58,000 meters, with the surface divided equally for camping and fair. The market would occupy between 7,000 and 9,000 meters and the entertainment area between 1,300 and 2,330. The perimeter fencing will exceed one thousand meters in length.
“The technicians work with the instructions that they design a closed area, prepared for use as a sports area”, for leisure and culture “outside the parties”, they pointed out in Arroyo’s cabinet, to questions from this newspaper. And, regarding the accesses for vehicles and pedestrians and the water connections and other basic services, the sources consulted indicated that there are also several options.
The Federation of Troops and Legions provided “a distribution model for these elements,” which is under study. And the idea is that, after the holidays, which will end next Sunday, the technical committee meets to “analyze the proposed models and their compatibility with the characteristics of the plot.”
Urbanism continues to identify the owners of the land to occupy it and carry out the works
Parallel to the design of the project, the Department of Urbanism is carrying out the necessary steps to be able to decree the occupation of the land. Regarding the direct and anticipated disposal of the land, which in the future will house hundreds of private development homes, the administrative procedures have accumulated three years of delay.
Sources from the area directed by Ana Belén Castejón attributed it to the “complex process of real identification of the owners.” In any case, they assured that the objective of 2023 is reasonable, since the bureaucratic task is “advanced” and the execution of the urbanization works of the municipal sector of the CC1 would be “relatively fast”.
The Consistory needs 73,000 square meters for the festive venue and the fairground and, to obtain them, it works on a municipal plot located to the north of Mandarache.
«All the owners of CC1 are being located, to send them notifications and initiate the direct occupation file, as was done for the second phase of the Vía Verde de Barrio Peral. The difficulty is that in the Greenway there was only one owner, Adif, and in the CC1 there are many. And some of them have embargoes and they are not always the ones that appear in the Registry, ”they added in the Consistory.
To unravel the file, “a municipal technician works, almost daily, to complete the entire puzzle,” they added. And they specified that “more than 50%” of the owners have already been located and identified. The next step will not be “very long or complex”: inform them of their future urban use.
