This Tuesday, the Ministry of Public Works organized a series of events to promote the whistleblower's mailbox, a channel enabled since June 2023 mainly for officials of the regional Administration and companies that participate in public procurement processes, so that they can anonymously report cases of corruption, explains to LA VERDAD Ana Pilar Herrero, chief inspector of the General Inspection of Community Services and the person in charge of receiving and processing the information.
«At the moment there is not a large volume of complaints. That does not mean that the informant's mailbox has not started well, but perhaps that violations are not being observed within the autonomous community either. There are many prevention mechanisms,” added the chief inspector, who believes that the cases of corruption among civil servants that have occurred in the Region “if there have been any, they have been very isolated. In general, people are very careful and there is no principle of intentionality.
The regional government launched this anti-corruption prevention mechanism within the deadline established by law for all public administrations in our country (June 2023). Information about the complaints is “absolutely confidential.” Herrero explained that some of the information received has been inadmissible and others are processed within the scope of the Services Inspection when it comes to administrative infractions. “If it is observed that the conduct reported may constitute a crime or misdemeanor, it is reported to the Public Prosecutor's Office or the European Public Prosecutor's Office, if it affects the financial interests of the European Union.”
The chief inspector acknowledges that “it is a lot of responsibility” for her, but assures that she has a good team. “It is the General Service Inspectors who process the complaints that are received” because the General Service Inspection has the status of public authority and the power to investigate. Hence, the Government Council of May 2023 designated this body as responsible for processing complaints.
Herrero clarifies that the informant's mailbox will not be directed to the general public but to those who have a professional or economic relationship with the Public Administration (public employees, Administration contractors, subcontractors, suppliers, people on the street who have submitted to a selective process and who have observed some irregularity). To do this, they must go to the website www.carm.es and at the beginning, in the 'Attention to Citizens' section, click on the informant's mailbox icon. There you will find the different mailboxes: the one for the General Administration and the one for the Regional Administration.
At the moment there is no data that allows us to compare the operation of the informant's mailbox in the Region of Murcia with that of other communities. In addition, the independent state authority that monitors compliance with the mailboxes has not yet been established, although it is behind schedule. “It is the one that has to issue instructions, circulars, recommendations and act as a forum for all the autonomous communities,” added Herrero.
The vice president of the regional government, José Ángel Antelo, attended this Tuesday the days to promote the informant's mailbox, organized in the Department of Development, by José Manuel Pancorbo, and highlighted the importance for Vox of “working on the transparency of the Administration and so that corruption is a thing of the past and not of the present or the future.
«It is a preventive issue. The most important thing is that it does not happen,” added Antelo, who believes that to achieve this objective, all the tools must be made available to whistleblowers. Furthermore, he announced that he would like to export this instrument to all municipalities. “If no one has anything to hide, there is no reason not to give all the information and all the facilities.”
