The Ministry of Labor plans to prepare a new version of one of the main laws regulating the labor market in Russia – “On Employment”. On Thursday, February 17, reports RBC with reference to the ministry.
It is noted that the concept of the bill has already been presented at a meeting of the working group under the State Duma Committee on Labor, Social Policy and Veterans Affairs. However, this is not the final structure of the law itself.
The ministry explained that the concept presents only a range of problematic issues, which include non-conventional (shadow) employment, unemployment and benefits for the unemployed, as well as the legal status of self-employed citizens who work on digital platforms and under civil law contracts (GPC) .
Thus, the Ministry of Labor proposes to define non-conventional employment and outline the consequences, as well as to make an individual job search plan the main element in the interaction of employment services with citizens. It is clarified that now the activities of the plan will become mandatory. If a citizen does not comply with the instructions, he will not be able to receive benefits.
For the self-employed, they plan to fix the norms on the time of work and rest, payment for services, as well as to regulate the issues of access to social guarantees.
Earlier, on February 11, the Ministry of Labor reported that in 2021 more than 2.5 million people found a job after applying to the employment services (SZN).
Some of them chose vacancies offered by employment services. But there were also those who got a job on their own, using various services of the SZN – assistance in career guidance, resume writing, training, interview training, the department added.
According to the Ministry of Labor, most often it is people who do not have a certain qualification who apply to employment services.
