The Ministry of Construction of Russia approved the criteria that will determine the “limited fit” buildings, and the degree of their dilapidation. The corresponding order comes into force on October 12.
According to the document, buildings where there is a tilt, defects or damage, indicating a decrease in bearing capacity, can be recognized as being of limited use.
Living in such houses is possible only under the condition of constant monitoring of the technical condition, reinforcement or restoration and structures. The order also states that the building can receive the status of “limited suitability” if there is no risk of sudden collapse, overturning or loss of stability.
It is noted that the assessment of the condition of the houses will be carried out by the regional interdepartmental commission. In this case, the owners of residential premises themselves can initiate a check. To do this, you need to submit an application from the State Services portal using an application.
The decision on recognizing houses of limited use is made separately by each subject of the country within 30 days after the relevant decision is made by the commission. Applicants, i.e. apartment owners, must receive a written or electronic response from the local authorities regarding the status of the house.
In April, it became known that the Cabinet of Ministers gave the Ministry of Construction the right to determine the procedure for recognizing apartment buildings as dilapidated, as well as to consolidate the concept of a limited workable building.
On October 5, the Housing and Utilities Fund reported that a new program for the early resettlement of housing, recognized as hazardous since January 2017, will additionally relocate more than 50 thousand people to Russian regions. It is planned to start implementing the program in 2022.
The order to accelerate the resettlement of Russians from emergency housing in order to “get people out of the slums” was given by Russian President Vladimir Putin at a meeting on economic issues on 28 September.
