Without advertisements, without discursive turn and with the defense of the housing policy that the Government has deployed during the legislature. This was the letter of introduction from the Minister of Housing, Isabel Rodríguez, this Wednesday during the monographic debate on this matter that has been held in the Congress of Deputies.
Rodríguez has carried out an extensive initial intervention that has been far from reaching closer positions with any of the groups in the Lower House. Both from the right and from the left (for different reasons) The role of the minister in plenary has been criticizeda session that some groups had described as “a crossroads” to begin to resolve the housing emergency.
The socialist leader has assured that the Government is “sensitive to this reality, we are fully aware and we know who we represent“, and has advanced that the Executive “is not going to stop” until this problem is resolved, which according to all the data and surveys represents the main economic hole for citizens.
Rodríguez began his speech by recalling the disastrous consequences of the housing policies of the PP governments, based on the liberalization of land (and the sale of public land to private companies) and the construction of properties at a forced pace: “We confirmed that the greater supply did not lower prices, nor more liberal soil. That showed that. More housing does not mean more affordability if there is no regulation“, he defended.
However, although he has recognized the constitutional status of housing as a right, he has assured that “you have to be rigorous when facing the problem; There are no magic wands, and if anyone has one, let them show it in this session,” he assured.
Rodríguez points to communities and city councils
The minister has reviewed the policies deployed by the Government (relying on public investments, 24,000 million euros allocated to this matter since Pedro Sánchez arrived at La Moncloa), and has defended that the way of regulation is the housing lawwhich allows communities to intervene in rental prices in so-called stressed market areas.
Rodríguez has directly pointed out to those who do not apply the standardand also to the municipalities that do not tax empty homes, as the norm allows. “Is this enough? No. Should more be done? Yes. The Government, the first, and I hope to have the collaboration of the political groups. We must combine urgent political actions with the long term,” he defended.
Rodríguez points to the Budgets and the land law as ways to address the housing problem
The minister has emphasized the need to “protect public land“and has pointed to two ways that, in his opinion, are key to solving the housing emergency: approval of the land law and the processing of General State Budgets“that they will put more resources into this matter.” Rodríguez has pointed out the Conference of Presidents regarding housing that Sánchez will maintain with the regional leaders, and has asked the groups for a great agreement to address the issue.
The socialist leader’s explanations have not convinced any of the groups, neither those who supported Sánchez’s investiture nor the right and extreme right. The conservative formations in the hemicycle have asked increase housing supply “on forced marches if necessary, and also from the private park.”
Progressive groups have disfigured the lack of new proposals and they have asked that the Government make a move now, especially after the massive mobilizations in favor of the right to housing that have taken place in recent weeks in different cities.
Intense clash between the PSOE and Sumar
“The minister has to choose today if she is next to vulture funds or next to young people; if you are with Securitas Direct or with the terminally ill elderly women; with rentiers or with those who have to return to their parents’ house,” he said Alberto Ibanezof Commit-Addwhich has rejected that Rodríguez can “excuse himself on a question of powers because they did not have the powers in Health either and they regulated the price of masks.”
In a subsequent intervention, Rodríguez harshly criticized the speech of Ibáñez and Sumar, due to their presence in the Executive: “When things go well, medaland when not, the PSOE is to blame. It’s okay, we are the older brothers and we take charge. Who are you with, with the Government or with the opposition?” he asked.
“I suppose you are aware that tens of thousands of people have taken to the streets to demand an end to housing speculation, but also his resignation,” he recalled. Ione Belarradeputy and general secretary of Can.
Belarra has defended that “the PP and the PSOE make the same policies regarding housing”, and has disgraced the socialists for not applying the housing law to lower prices. rental prices in those communities in which they governsuch as Castilla-La Mancha and Asturias.
Belarra ( Podemos), to the minister: “Thousands of people have asked for an end to speculation, but also for her resignation”
“To govern you need a State, the market needs to intervene of housing with mandatory standards that do not depend on the solidarity and will of the landlords,” said the Podemos deputy in a subsequent canutago in the halls of Congress.
Oskar Matute, from EH Bildurecalled that “this debate today is driven by the street and the urgency of the street; we no longer receive echoes, but screams. There is no longer a need to do pedagogy about the need for the right to housing to be above the business capacity, we no longer have to extract the data. These conditions from previous debates are superfluous because people are asking us to do something now. Intervention is missing, let’s move from words to actions,” he asked.
CKD has demanded that the Government respect regional powers and has recalled that they supported the housing law as a result of the Constitutional Court overturning the Catalan norm: “Some of the things they say are shameful. It is a shame that in the working group of housing, the Tenants’ Union had to leave because the investment funds were sitting. Where has it been seen that the owner of the apartments is asked for solidarity for his tenant?” he asked. Pilar Vallugera.
