The municipalities may Limit the opening of bars or liquor stores in areas near schools. It is one of the measures contemplated in the bill for the prevention of alcohol consumption in minors that the Council of Ministers has sent this Monday to the Congress of Deputies for parliamentary processing. The norm, promoted by the Ministry of Health, has the objective of preventing the consumption of alcoholic beverages in adolescents, delaying the starting age and reducing episodes of intensive consumption among minors.
To that end, the norm brings together a package of measures that affect both the educational and socio -health field and the advertising and the sale of this substance. The text was born with the desire to reduce the figures of the latest survey study that indicate that alcohol is the most generalized psychoactive substance between students from 14 to 18 years and that, in 2023, 73.6% of children of that age recognized having consumed it in the last year and 56.6% in the last month, being the average age of start at 14 years. “This is a pioneer law that harmonizes all the laws we already had throughout the territory,” said the head of Health, Mónica García, in the press conference after the Council of Ministers.
Thus, and as detailed from Health, public administrations will be able to assess “the opening limitation of new establishments, taking into account the concentration of a beverage retail point of sale in the immediate vicinity of educational centers, social protection of minors or establishments in which shows or public recipients are carried out for minors. “All this always to the extent of the powers of each territory and depending on the regulations of the community or the City Council.
I also know It prohibits the advertising of alcoholic beverages on public roads within a 150 -meter radius of educational centershealth, social and socio -health services and parks and children’s leisure places. A measure that, according to the department led by Mónica García, will enter into force a year after entering the law and will not affect those ads that already existed before approved. Yes, it will be allowed, however, the advertising of those fermented drinks that have an alcohol concentration below 0.5%.
In the socio -health field, the project establishes the development of protocols to detect alcohol consumption in children under 18 and, in cases of ethyl poisoning in children under 16 yearsEmergency services will have to investigate their parents or legal guardians.
