The rhythm of housing construction new in Aragón is not enough for the existing demand. Proof of this is that, currently, most home buying and selling operations are related to used homes.
And here the Aragonese community has an alert: the building stock is very old. The average construction age dates back to 1978date with which Aragón is positioned as the seventh autonomy with the oldest building stock.
Furthermore, it is far from the year 1983, which is the Spanish average, according to data from the Building and Housing Rehabilitation Observatory (ORVA), launched to know the state of the Aragonese real estate stock and to be a reference in rehabilitation.
Knowing the condition of the buildings is precisely key because they concentrate the majority of housing transfer operations. And, to achieve this, one of the first measures that this observatory has promoted is the realization of a study on the state of conservation of buildings built before the year 2000 in Aragón and the analysis of 1,307 buildings that house 26,031 homes.
And the first data that is extracted is conclusive: 22.72% have an unfavorable conservation status with severe deficiencies or with very severe deficiencies.
Of the 8,321 pathologies detected in these buildings, 56.6% of the deficiencies and pathologies are related to the vertical enclosures and their coveringas well as on inclined roofs.
Besides, 14.52% have structural disordersto. In terms of accessibility, deficiencies are also observed, since homes prior to the year 2000 present serious problems in this field in 54.15%.
The aging of the housing stock also leads to “punctures” in energy efficiency. This is the case of 79.01% of the buildings and homes in the Aragonese community, since they have a energy rating E, F, or G. That is, they are the most unfavorable.
These levels are explained by the construction having been carried out before 1981 and, consequently, not having thermal insulation in its envelope.
However, steps have been taken to improve this situation. According to the report, almost 60% of the buildings analyzed in Aragon have requested aid from the Next Generation funds for energy improvement.
All of these are points to which this observatory draws attention, which was born as a space for analysis, reflection and debate on the main challenges and opportunities of the building and housing rehabilitation sector in the community to improve the quality of citizen life.
Apart from studies and reports, its lines of action include research, as well as providing knowledge and solutions to the different agents involved in this field, such as public administrations, professionals, companies and citizens.
For these purposes, the observatory will have various knowledge centers, institutions and companies project members, coordinated by the College of Technical Architecture of Aragon (CCTA). Among them are Sika, Siber, Itesal, Arquiem, Prozavan, COAATZ, CAF Aragón, COAAT Huesca, COAAT Teruel, CEOE Aragón, Eupla, Universidad de Zaragoza, CEAC, DFA, ITA and the Centro Universitario de la Defensa.
