The Government of the Russian Federation did not support the draft law on limiting the retail sale and consumption of non-alcoholic tonic and energy drinks. This is stated in the draft of the official recall of the Cabinet, which Izvestia got acquainted with on July 5.
“The definition of the concept of “non-alcoholic tonic drink” proposed by the bill does not comply with the technical regulations of the Customs Union “On food safety,” the draft recall of the Cabinet of Ministers says.
It is also noted that the terminology used in the bill (“sports and recreation facilities”) does not comply with the legislation on physical culture and sports.
In addition, difficulties may arise in law enforcement practice when administering the restrictions proposed by the bill, follows from the document.
The draft was submitted for consideration by the lower house in January 2023, State Duma deputies Nina Ostanina, Alexei Kornienko, Nikolai Burlyaev and Boris Chernyshov.
On April 14, it was reported that the ministries criticized the bill to ban the sale of energy drinks. Thus, the Ministry of Industry and Trade believes that the ban on the sale must be justified while the deputies used only “emotional, subjective and value judgments, without carrying out calculations, studies, and regulatory impact assessments.” At the same time, the Ministry of Health is ready to support the bill, but on the condition that there will be changes in the text of the document. The department concluded that the authors gave a controversial definition of soft drinks.
