The Government of Spain and the Valencian Generalitat have quantified the investment necessary to restore the road and railway network in the area affected by DANA at 2.6 billion euros. It is a preliminary assessment that was made at the first meeting of the Government-Consell Infrastructure Immediate Response Group in which the Minister of Transport and Sustainable Mobility, Óscar Puente, together with the Minister of Environment, Infrastructure and Territory, Vicente, participated. Martínez Mus, and the Minister of Agriculture, Water, Livestock and Fisheries, Miguel Barrachina.
At the same meeting, it was agreed to develop a global emergency plan to coordinate the recovery of mobility and basic infrastructure in the province of Valencia to alleviate the serious damage caused by the DANA floods. In the coming days, Minister Óscar Puente will travel to Valencia to continue with the talks and recovery work on road and railway infrastructure, as indicated by the Ministry of Transport in a statement.
It has also been agreed to jointly carry out a transport plan to provide an alternative for mobility until the main routes into and out of Valencia and the municipalities affected by the floods can be restored.
The Government and Generalitat have also agreed that the Infrastructure Immediate Response Group will meet periodically and frequently in the coming weeks, as well as the constitution of two working subgroups with a technical profile for the development of the different actions.
Transport Actions
The Ministry of Transport and Sustainable Mobility has indicated that all lanes of the V-30, V-31, A-3 and A-7 north of the A-3 are now enabled and progress is being made in the reconstruction work of the N-330, the N-322 and the A-7. On this last highway, progress is being made in the construction of the provisional detour, with speed limitations, to allow movements with the A-3. Specifically, concreting is already underway for the subsequent installation of the 250 frames that will make up the provisional south by-pass of the A-7. The minister has highlighted the good pace at which the works are progressing, but there is still no specific date for their completion.
Regarding the Valencia Cercanías network, lines C6 and C5 are already operating normally. The cleaning and removal of vehicles from the tracks and stations of C1, C2 and C3 are accelerated. Operational evaluations of the state of the infrastructure have already been carried out: C1, C2 show damage, but “they are better than expected,” according to the Ministry, which only points out that “they can be put into operation in a reasonable time.” The C3 situation “is very complicated” and there is no date for recovery of operation.
Actions of the Generalitat
The Generalitat has begun actions for the repair or construction of nine structures. Intervention will be carried out on two bridges on the CV-36 highway and another two on the CV-33. In addition, the CV-50 and CV-400 roads will be conditioned, where vehicles have already been removed and transferred to the Valencia Sud field for subsequent assessment.
In the Metrovalencia network, work has already begun to progressively restore circulation, both on the tram lines and in the metro after the Ferrocarrils de la Generalitat Valenciana (FGV) facilities in Valencia Sud were affected. due to the floods, with significant damage to both the workshops, offices and command post.
The regionally owned railway network is very damaged, especially the section between Sant Isidre and Castelló with all kinds of damage to both the tracks and the catenaries. First of all, the tram will be restored on November 11 and in the following weeks the rest of the metro lines. Until then, bus lines have been launched as an alternative service, according to Transport.
