The treaty on security guarantees in Europe, which Russia proposed to the United States and NATO, contains rational ideas that suit the national interests of both countries, but it is likely that Washington will refuse to negotiate its conclusion, said American political scientist Malek Dudakov. He shared his opinion in a conversation with “Lenta.ru”.
The likelihood that the United States will agree to conclude a treaty in its current form is extremely low, Dudakov noted, since the American establishment cannot afford it. “It will look bad, opponents [президента США Джо] Biden, represented by the Republicans, will accuse him of acting as Chamberlain and surrendering all the positions of the United States in Europe, especially Eastern Europe, therefore, even if Biden has a desire to agree with this kind of document, he simply cannot afford it, ” He explained.

The political scientist assessed the chances that the agreement will be approved in some other form at a ratio of 50 to 50. “We need to consider this agreement as a test of the pen. This is just a statement of what Moscow would like. Now the Foreign Ministry expects a reciprocal step from the United States, that America will announce that it is ready to offer us, and thus some kind of negotiation process will begin. If it starts, then, of course, some clauses of the agreement will be accepted, some will not, ”said Dudakov.
Also, according to the political scientist, there is a possibility that the United States will refuse to go for rapprochement with Russia, concluding such agreements, if the American establishment considers that this may affect Biden’s image. “Especially after three months of escalating the situation in America with regard to Russia and the allegedly impending Russian invasion of Ukraine, there is obviously a possibility that they will decide to play it safe,” he concluded.
Earlier, Kremlin spokesman Dmitry Peskov and Russian Deputy Foreign Minister Sergei Ryabkov said that the Russian Federation had not yet received a response from the United States to proposals on security guarantees in Europe. The Russian Foreign Ministry published the draft agreements with the United States and NATO on December 17. According to the document, the alliance is proposed to abandon the expansion to the East and the inclusion of Ukraine in the organization, as well as the conduct of any military activity on the territory of Ukraine and other states of Eastern Europe, Transcaucasia and Central Asia.
