Concern is growing in the College of Technical Engineers of Public Works (CITOP) due to the lack of information on the institution’s accounts, after four years without approving the budget in the Assembly, as is mandatory, or reporting expenses to the members. This is reported, among others, by the dean of Murcia, Manuel Camacho Piñera. Since the presented accounts did not prosper in 2018, economic opacity characterized the mandate of Carlos Dueñas at the head of the institution, which ended a year ago, although he continues to exercise the functions of president.
Those who raised the alarm are 11 of the 21 territorial deans, including the Murcian, concerned about the poor management and lack of democratic transparency of the CITOP leadership, whose members are reluctant to leave their posts. The eleven deans recently met in Alicante with Javier Manteca, the legitimate president of the institution after being proclaimed as such by the Electoral Board in July last year.
During the meeting, the deans conveyed to Manteca their concern about the lack of information on the College’s accounts. And it is that, since the accounts were rejected in the General Assembly in 2018, the members did not have any information on income and expenses.
Between 8 and 10 million euros
An important part of the budget is allocated to fixed staff costs and other ordinary expenses. The latest information that appears in the Transparency Portal of the collegiate institution refers to the 2017 budget project, in addition, there is also a report on the remuneration of senior officials dated September 30, 2016. Nothing after that date, more than four years later.
The eleven deans meeting in Alicante represent 11 of the 21 territorial areas in which the institution is represented in Spain. Specifically, it is about Eduardo Francisco Vílchez López, dean of the CITOP of Alicante and host of the meeting last Friday; Pedro León Marugán, Dean of Western Andalusia; Arturo Campos Sánchez de Vivar, from Eastern Andalusia; Felix Santos Dios, from Asturias; María Gloria Penalva Saá, from the Balearic Islands; Jesús López Brea, from Cantabria; Ángel Manuel Leiva Abascal, from Castilla La Mancha; Óscar Sánchez Morán, from Castilla y León Occidental; Juan R. De la Fuente Angulo, from Castilla y León Oriental; Manuel Camacho Piñera, from Murcia; and Francisco Javier López Marrero, from Tenerife.
The deans went to Alicante on February 25 to participate in the commemorative acts of the 50th anniversary of the start-up of the University School of Technical Engineering of Public Works, germ of the current Higher Polytechnic School of the University of Alicante. The dean of the zone, Eduardo Vílchez, organizer of the event, highlighted the role of engineers in the social development of modern societies, which would not be the same, according to what he said, without the work of these professionals.
