These measures will come into effect at midnight tonight, when they are published in the Official Gazette of the Region (BORM). Both bars, pubs and discos may occupy up to 75% of the capacity indoors, and 100% outdoors.
The Region of Murcia will thus cease to be an exception in Spain. Almost all communities had removed restrictions on hospitality and nightlife in recent weeks. In addition, as of tomorrow the measures in mass events are also relaxed. It will no longer be necessary to have a contingency plan and prior authorization for attendees to remain standing. Of course, the use of a mask will be mandatory and they will only be able to consume in areas enabled for it, in which the hospitality regulations will govern.

«Towards normality»
The measures were advanced by the president of the Community, Fernando López Miras, on social networks. In a tweet, he noted that “now is the time to take a firm step towards the normalcy that we so long for.” The Minister of Health, Juan José Pedreño, stressed, for his part, that this step towards the ‘new normal’ is possible thanks to the “general downward trend” in all indicators. The Region of Murcia is already at low levels of transmission, standing at less than 50 cases per 100,000 inhabitants.

The Region is one more week at alert level 1. By municipalities, only Totana is at level 3 (high risk). 29 localities are at level 1, and 15 at level 2.
In addition to the measures announced yesterday, the Ministry wants to introduce the Covid certificate as a requirement for access to leisure venues, as is already the case in Galicia, Catalonia and the Balearic Islands. For this, it needs the endorsement of the Superior Court of Justice (TSJ) of the Region. Pedreño announced that his department is preparing the application. “Since the end of August, and repeatedly, we have asked the Ministry of Health to enable a common legal framework for the use of the Covid certificate at the national level, without any response, which forces the autonomous communities to have to to be requesting from the Justice its authorization “he regretted.
The use of the Covid certificate in nightlife would allow “to protect the population and also promote vaccination.” There are still 121,000 people who have not received any doses in the Region, and the vast majority are under 40 years of age. “We know that the greatest contagion occurs indoors, while outdoors have different dynamics because it is a virus that is transmitted by aerosols,” Pedreño recalled. If the Supreme Court endorses this measure, Health will consider allowing a 100% capacity inside the premises.
Level review
The Ministry continues to apply the de-escalation plan that it approved before the summer, and that establishes different measures based on incidence rates, among other parameters. However, in recent weeks it has made this plan more flexible, applying measures reserved for alert level 1 (low risk) to municipalities that present a level 2 (medium risk). Restrictions on mass events have also been relaxed beyond what is foreseen in the document.
Yesterday, the counselor asked the Ministry of Health for a review of its alert levels “in response to the new panorama, especially due to vaccination.” The Alerts Report, which brings together all the communities and the Ministry, is already working on these new levels, he clarified. The Ministry will request information in this regard at tomorrow’s meeting of the Interterritorial Council of the National Health System.
