The College of Registrars of Spain and the Autonomous Deanery of Registrars of Madrid have today presented the Gumersindo de Azcárate Prize to the Council of State, an institution that is close to celebrating its 5th centenary since its founding in 1526 by Charles V. It is intended to be a recognition to this institution not only by the registrars, but by the entire Spanish society.
The award was received on behalf of the Council of State by its president, Carmen Calvo, from the Minister of the Presidency, Justice and Relations with the Cortes, Félix Bolaños. Bolaños has pointed out that the granting of this award to the Council of State “perfectly connects the biography of Gumersindo de Azcárate with what the Council of State represents in our rule of law.”
In the words of the minister, the institution “has as its ultimate meaning and as the highest advisory body of the State, to enlighten the Government and the Autonomous Communities in the work of carrying out public policies so that coexistence in our country is better every day.” For Minister Bolaños, “this is a titanic task that must remain outside of specific political contexts.”

He also recalled that, as Minister of the Presidency, Justice and Relations with the Courts, he is the one who has the most contact with the Council of State and “I see with my own eyes how the institution always does this work after interesting, profound, detailed and serene, and thanks to the people who make it up, of indisputable prestige and authority, which undoubtedly improve the quality of our standards.
The president of the Council of State, Carmen Calvo, began her speech by thanking the award because it represents recognition of the work carried out by the Council of State and indicated that it represents an impetus to continue working, as the supreme advisory body of the Government, with the same dedication. , solvency and commitment to the improvement of public policies and the proper functioning of the Rule of Law.
Likewise, he wanted to highlight that this award belongs to the Council’s exceptional human team for its rigorous daily work and its effort to guarantee legal security and regulatory quality. In his opinion, he recognizes the importance of the advisory function, of calm legal reflection unrelated to other types of debates, typical of this house, which guarantees that its opinions are based on an informed, rigorous, balanced and plural analysis and have very present the general interest. In this way, the quality of public decisions, transparency and accountability for our Rule of Law are strengthened.
In her speech, the dean of the College of Registrars, María Emilia Adán, said that “The Council of State is an example for other Institutionsas the Registry that I represent, guarantor of legal security, through the control of the legality of the documents that contain legal acts and businesses that seek to benefit from registry protection, since, through registration, rights are constituted, or are formed , giving them effectiveness erga omnes. Also from our offices, we qualify, taking into account the Spanish Legal System, comprehensive of the regional and European regulations, to provide the real estate, corporate, and financial sphere with the legal security that is enshrined in art 9 of the EC.”
The event was attended by numerous personalities from the legal, social and cultural world and was also attended by Belén Merino, dean of the registrars of Madrid, and the Member of Institutional Relations of the College of Registrars, Sebastián del Rey.
