Four months after Juan Marín resigned as regional coordinator of Ciudadanos Andalucía, after going from 21 seats to none on election day on June 19, the former vice president of the Board has joined the string of former Andalusian senior Cs officials who they have accepted an offer from the PP government alone. In his case, as president of the Economic and Social Council, a consultative body and social participation in socioeconomic matters. In the national leadership they breathe easy with Marín’s decision to separate her from the rest of the marches because it is not an “institutional position” of the Board. Even so, the news has clouded the announcement, this Monday, of the date of the future refoundation assembly, which will culminate the party’s renewal process that began precisely after the Andalusian debacle. It will be held on January 13, 14 and 15.
In addition to Marín, the Popular Party had already rescued the Minister of Employment, Rocío Blanco, an independent proposed by Ciudadanos in the previous legislature, who repeats as head of Employment, and who has even come to occupy a position in the national direction of the PP when joining the team of the Deputy Secretary of Economy. The former Minister of Equality, Rocío Marín, one of the most visible faces during the Cs campaign for the regional elections, has also taken the step. On October 4, the PP proposed Ruiz as a member of the Andalusian Audiovisual Council. And the two parliamentary spokespersons for the Ciudadanos group, Teresa Pardo and Sergio Romero, have been appointed: one as delegate of Justice, Local Administration and Public Function in the province of Malaga and another as director of the Andalusian Institute of Youth in Cádiz. Both dropped out of their party before the appointment at the polls in June.
This has not been the case with Marín, who resigned from all his organic positions within the party, but who has maintained and will continue to maintain his membership certificate. The national direction of Ciudadanos has downplayed his decision, emphasizing that it is a “non-executive” position outside the Government. “Unlike [otros casos] of manifest inability of the Popular Party to form a Government —having to permanently bring in people who have worked for Ciudadanos—, this case is different because it is not a position of the Government of Andalusia, it is a very institutional position”, the Andalusian deputy said on Monday Guillermo Díaz at the Madrid headquarters.
Sources from the leadership recognize the damage that the other income of former senior Cs officials in the Andalusian Executive has caused for the party’s image, but they stress that this has not happened with Marín because it is a position “of another nature”. Marín’s announcement is the one that “worried” the most because of its repercussion -one of the figures of Cs who has achieved one of the highest-ranking institutional positions as vice president of the most populous community-, because it was already a fact within the direction that he would end up accepting some offer from Moreno.
Other executive sources collide with this thesis when they understand that, in any case, it is a serious blow as it is a position of trust by appointment of the Popular Party and charged to the public treasury. Marín will receive 64,638.16 euros per year. A disagreement that has been openly expressed by the deputy in Congress and Marín’s campaign manager during the last elections, Miguel Gutiérrez, on the social network Twitter: “Juan is very free to accept an institutional position like this, but he knows perfectly well that it is incompatible to continue militating in a party as Ciudadanos. I look forward to his removal as a member and I will always wish him the best”.

It still remains to be seen what position the former president of the Andalusian Parliament Marta Bosquet will occupy and if the PP will recover the former Minister of Economy Rogelio Velasco. The uncertainty about possible marches of Cs leaders to the ranks of the Popular Party continues to hang over Ciudadanos despite the end of the hostile takeover bid. Also regarding the lists for the local elections, since several ex-ediles of Cs have already confirmed that they will concur for the PP. And all while the party faces the final stretch of the refoundation, whose assembly will be in mid-January. The date of the primaries in which the bases will vote for the new executive remains to be known; in any case, it will be before the assembly. The president, Inés Arrimadas, has not yet confirmed if she will present herself again.
The absorption in Andalusia is not repeated in other communities
The absorption of former high officials in Andalusia is unusual, since in other communities where PP and Ciudadanos have governed in coalition, only specific offers have been made. In Castilla y León, the breakdown of relations was such that the Popular Party has only retained two former Cs territorial delegates in its ranks. In the Region of Murcia, after the failed motion of censure, those who remain are four of the turncoats who prevented the motion. A different matter are the hundreds of leaks scattered throughout the country.
