Families with children in Moscow have access to 22 online social services. Without leaving your home, you can receive all monthly and one-time payments in connection with the birth and upbringing of a child — all of them are available on mos.ru. Moscow supports families when a child is born, when a child grows, when a family grows, and when a child is adopted into a family. The city authorities also provide assistance to low-income families and families with special needs children. Anastasia Rakova, Deputy Mayor for Social Development, spoke about the conditions for obtaining benefits for children in Moscow.
We pay special attention to comprehensive support for families with children. This is the development of infrastructure – the opening of new perinatal centers with high-quality equipment and highly qualified specialists, the construction of schools and kindergartens. These are payments, benefits, support for specialists, including those for families with special needs children.
The city begins to support families with children from the moment a child is born. Even before the baby is born. Thus, antenatal clinics and maternity hospitals have been combined into large clinics, thanks to which pregnant women can now be under the supervision of specialists from the initial stages of pregnancy to childbirth. In May, the largest perinatal center in Russia was launched on the basis of the City Clinical Hospital No. 67.

For growing children, benefits are provided for free travel in public transport, medicines, hot meals and free admission to city theaters and museums. In addition, modern schools are constantly being built in Moscow. Last year, 26 school buildings and 34 kindergartens were built. Thanks to the introduction of new facilities, it was possible to reduce the minimum age for enrolling in kindergarten from 2 years and 4 months to 2 years and 2 months.
Separately, Moscow supports large families with monthly payments and various benefits. For example, they receive payments and compensation for the increase in the cost of food, for the increase in expenses due to the increase in the cost of living, for the use of a home telephone, for housing and communal services. In addition to compensation, there are also discounts on utility bills. Once a year, each student is paid compensation for the purchase of a uniform.

For low-income families with incomes below the subsistence level, a new support procedure has been launched in 2022. Parents raising children from 0 to 3, from 3 to 7 and from 8 to 18 years old can apply for a monthly allowance in the amount of 50, 75 and 100 percent of the living wage. The amount of the payment depends only on the degree of need.
In addition to large and low-income families, Moscow actively supports another category of families – those with adopted children. Over the past six years, the number of children in orphanages has decreased by almost four times. Today, more than 93 percent of orphans and children left without parental care are brought up in families. The social complex emphasizes that this became possible thanks to the work of centers for the promotion of family education. Work on family placement begins with the School of Foster Parents – this is necessary in order to psychologically prepare the family and the child for reunification and reduce the risk of rejection.

For the period of participation in the project, such families receive an apartment from the mayor’s office. 48 foster families have already participated in the project. You can adopt a child into a family by contacting the My New Family portal.
