Superbonus, the professionals and the laws
Every time a State makes laws (even good ones) we systematically note that “made the law, found the deception”. The crafty people of the neighborhood have an incredible imagination in sifting through the folds of the laws (perhaps written in a hurry and not checked by the bureaucrats) and applying them in their favor.
The discovery by the Guardia di Finanza of one is in recent days mega-scam of 4.4 billion, which involves: lawyers, accountants, professionals in general and of course criminals. Now the Government ran for cover by requiring companies not to be able to take advantage of the tax credit for a single transaction. You can agree or not, the fact is that there is an opportunity to put some buildings back together (which would produce less CO2) giving work to the entire construction chain. Are we only capable of complaining or is there the possibility of proposing credible alternatives? Here is my my idea.
The municipalities are short of staff to read all the documentation and kick off the work, then certifying the completion “compliant”. In modern times we can no longer afford the luxury of having the technical offices overwhelmed by a huge job and that’s it the technical office could be “replaced” with professionals who deal with construction (architects, engineers, surveyors …) who know very well the laws that regulate the sector, ergo they could prepare all the documentation, provide the direction of the works and maybe certify the “habitability” of the buildings, so to the municipality it would be the mere control which would be even faster.
To stay on the subject, professionals, such as lawyers, accountants, etc. could be involved (also for other needs). To whom would these professional figures answer? First of all to the customer (who is the one who pays their parcels) and secondly to the various administrations. Obviously it would be too good if there were no stakes; here we could involve the Professional Orders so that they watch over their members and if they do not carry out their task “correctly” they can / should delete them ipso facto (a bit crude, but understandable). A little honesty has never hurt anyone, so we could have competent and shrewd professionals without having to resort, to extreme evils, extreme remedies. Doable?
