The city of Rio de Janeiro recorded heavy rain in the early hours of this Sunday (21), and practically all regions were affected. The city remained in stage 3 alert between 2:50 am and 9:25 am today. The city hall uses five operational levels to measure changes or occurrences that may interfere with the population's routine. Stage 3 indicates certainty of high impacts in at least one region, causing relevant impacts.
“We had heavy rain in the morning that hit a large part of the city. The luck is that she passed through the places in such a way [mais] faster than we expected. In some places it was quite crowded, like in the north. But, thanks to the rapidity of the rain, the water dropped relatively quickly”, said Mayor Eduardo Paes, in a video published on social media. “People have been on the street working since dawn, trying to minimize impacts. The rain is expected to continue today. So, we are asking people to monitor everything and not move in case of heavy rain.”

The largest accumulations of rain in a period of one hour were recorded in the neighborhoods of Vidigal (57.6 mm), Urca (62.8 mm) and Rocinha (56.8 mm). In the 12-hour period, these locations had an accumulation of 70.8 mm (Vidigal), 88.8 mm (Urca) and 73.0 mm (Rocinha). There were floods in the center, in the north zone (Ramos, Guadalupe, Coelho Neto and Acari), the south zone (Flamengo) and on the Presidente Dutra Highway, which connects Rio de Janeiro to São Paulo.
There were also tree falls in Lagoa Rodrigo de Freitas, Alto da Boa Vista, Tijuca and Leme. In Pavuna and Morro da Babilônia, landslides occurred. Until 6am this morning, sections of Avenida Brasil, Estrada Grajaú-Jacarepaguá and Avenida Niemeyer were closed for safety reasons.
During the early hours of the morning, Civil Defense activated 85 sirens in 54 communities, due to the high rainfall accumulated over a period of one hour, and even opened support points with community agents. At this time, all sirens are deactivated.
Alerta Rio, the city's meteorological system, reported that weather conditions are unstable this Sunday. A cold front moves across the ocean, bringing more humidity to the municipality. The forecast is for overcast skies, with moderate rain in the afternoon and evening, and moderate, occasionally strong winds.
The temperature may drop sharply, with a minimum of 19°C and a maximum of 27°C.
Recommendations
In case of heavy rain, the Rio Operations Center issues the following recommendations to the population: do not travel to the regions most affected by the rain; avoid areas subject to flooding and/or landslides; Do not force vehicles to pass through flooded areas and, in case of strong winds and/or rain with electrical discharges, avoid staying close to trees or in open areas.
At flooding points, direct contact with poles or equipment that may be energized and contact with flooding water must be avoided. The water may be contaminated and pose health risks.
Another recommendation is to check the home for signs of cracks. If you notice cracks or shocks in the structure, you need to call Civil Defense by number 199 and also avoid staying at home.
Furthermore, residents of risk areas need to pay attention to sound alerts. The activation of the sirens indicates a danger of landslides. People must go to the support points established by the municipal Civil Defense. The locations are informed by calling 199 or using the COR.Rio app. It is also recommended that you pay attention to the information disseminated by the COR's media and social networks and, if necessary, use the emergency telephone numbers 193 (Fire Department) and 199 (Civil Defense).
