Ciudad Juárez— Traffic Safety personnel are flagging off a section of the Independencia Bypass this morning, after a water truck broke down and caused traffic problems near Zacate Blanco Street.
The tanker is owned by the Municipal Water and Sanitation Board (JMAS) and lost a rear tire, which caused it to tilt, preventing it from moving forward as it was loaded with water.
Other state workers arrived at the scene on board other tankers to fix the problem and try to cause less damage.
