Finland has frozen the assets of those on the EU’s sanctions list against Russia. Freezings, ie temporary measures of the bailout, have also been carried out in 2022.

An interim measure means that the bailiff, for example, takes possession of the property or prohibits the debtor or a third party from handing it over. An interim measure has the same effect as an attachment, but may be revoked.

The foreclosure may be revoked if the bailiff does not obtain sufficient evidence that the property is owned or controlled by the sanctioned person.

Searches include cash, cars and real estate. Banks receive information to find bank accounts, in addition to which the enforcement agency goes through, for example, vehicle and real estate registers.

“The very broad access rights to information based on the bailiff’s law are in use to their full extent,” says Virtanen.
