Families in Russia have received the right to a new universal allowance for children
A law introducing a new unified allowance for families with children has come into force in Russia. Document published on the official portal of legal information.
As explained in the Ministry of Labor, the payment is universal and combines a number of existing social support measures, such as a monthly allowance for pregnant women, a childcare allowance for citizens who are not subject to compulsory social insurance, in case of temporary disability and in connection with motherhood, payments in connection with the birth or adoption of a child, as well as for children between the ages of three and seven and between eight and 17 years of age.
Families whose per capita income is below one subsistence minimum are eligible for benefits. The amount of the payment depends on the need of the family and is 50, 75 or 100 percent of the subsistence minimum. On average across the country in 2023, these amounts are equal to 7, 10.5 and 14 thousand rubles, respectively.
Acceptance of applications for benefits for public services began on December 28, 2022 – it must be considered within 10 days. When filling out the form, parents are required to provide the type of payment and additional information that may affect the processing of benefits (for example, information about the care of persons with disabilities), as well as information about marital status, children and family composition.
State Duma Chairman Vyacheslav Volodin notedthat the allowance enables families with incomes below one subsistence minimum per person to make a monthly payment at the expense of maternity capital, regardless of the number of children – previously, parents could do this only at the birth of their second child.
