In Russia, it was proposed to establish reference prices for building materials for state-owned construction projects. To this end, it is proposed to create a single federal supplier center subordinate to the Ministry of Construction. Such an initiative was sent to the Cabinet of Ministers by the All-Russian Center for National Construction Policy (VTsNSP). The market will be guided by the established state prices.
We are talking about prices for building materials for public construction projects, for example, social and sports facilities, schools, kindergartens, hospitals and others. To do this, create
In the Cabinet of Ministers, Izvestia was informed that the letter had been received by the government apparatus and sent for processing in the prescribed manner to the Ministry of Construction. The editors sent a request to the Ministry of Construction and Housing.
“The single federal supplier center will control the building materials market, conduct analytics, and meet the needs of state-owned construction projects. The rest of the market participants will have to focus on the established prices,” Alexander Moor, chairman of the All-Union Central Council of Trade Unions, told Izvestia.
Today, government customers have to buy building materials at market value, he explained. According to Dmitry Golev, commercial director of Optima Development, over the past year, building materials have risen in price by an average of 25-30%, and the price of some items has increased by 50-100%, these include rolled metal, including reinforcement, and non-metallic materials (sand, crushed stone ), he said. In the first half of March 2022, fittings and imported finishing materials became 20-30% more expensive, Dmitry Golev added.
“The unified federal center of the supplier will calculate the cost of production of building materials, add to it the costs of logistics to a certain region and add 20-25% of net profit to this amount. Today, the markup sometimes reaches 200-300%,” said Alexander Moor.
Benchmark prices should be regularly indexed to reflect inflation, he added. To create a center, one can, among other things, use the material and technical base of foreign companies that have stopped their activities in the Russian Federation, for example, IKEA, OBI.
