After the Ministry of Infrastructure decided to change the seventh round of airport concessions, leaving Santos Dumont, in Rio separate, the state government of Rio de Janeiro sees room for negotiation to reach an agreement with the federal government, even if it leads to delays in the auction. According to the Secretary of State for the Civil House, Nicola Miccione, the agreement cannot give up adjusting the concession model to limit the maximum passenger capacity planned for the terminal, the main change demanded by local authorities and business entities in Rio.
The separation of Santos Dumont from the other airport blocks was seen by the government of Rio as positive for the negotiations. On Wednesday, the 2nd, two days after announcing the redesign of blocks that left Santos Dumont aside, the Minister of Infrastructure, Tarcísio de Freitas, maintained the forecast of holding the auction for the seventh round in June, “no later than in July”.
Miccione believes that adjustments can be made within the current schedule, but he did not rule out delays. “If we don’t have time to improve the modeling, we have to rethink deadlines. It makes no sense not to have the technical assistance”, said the secretary.
The seventh round of airport concessions provides for the privatization of the operation of 16 terminals still under the management of state-owned Infraero, including Congonhas, in São Paulo, and Santos Dumont. The concession notice, which requires R$ 8.6 billion in investments, was approved by the National Civil Aviation Agency (Anac) in December, days before Christmas. Now, it is under analysis by the Federal Audit Court (TCU).
Since the public consultation phase of the public notice, representatives of Rio have warned that the expansion of the Santos Dumont’s flight capacity, provided for in the concession model, implies unfair competition for the Tom Jobim International Airport, Galeão, as revealed by the Broadcast real-time news from Grupo Estado) last October. One of the largest in the country, the international terminal granted in 2013 and currently managed by the operator Changi, from Singapore, has been losing flights, in part, because its location and access are worse than those of Santos Dumont.
Faced with complaints from Rio’s representatives, the Ministry of Infrastructure made adjustments considered insufficient. It extended the deadline for expanding the capacity of Santos Dumont and signaled the possibility of investing the grant resources to be paid to the Union by the private operator that wins the auction in improving urban mobility for access to Galeão.
In mid-January, the ministry created a working group to address adjustments to the concession model. This week, it announced the decision to redesign the division into blocks of the 16 airports of the seventh round, leaving Santos Dumont alone. The working group has until the middle of this month to complete the proposals for adjustments, in parallel with the analysis of the TCU.
According to Miccione, in a meeting of the working group on Wednesday, 2, representatives of the ministry agreed on the need to improve the model. Despite the concern about the effects of the expansion of Santos Dumont on Galeão, the secretary considers that limiting the capacity of the terminal located in the center of the capital “is the technical path”. For the state government, the current concession model “artificially” increases the demand for the regional terminal.
“One cannot overcome limitations that concern environmental aspects, operational capacity, of an airport that is within a Center and has obvious limitations, which concern the size of the runway, the size of the terminal and aeronautical issues”, said Miccione.
At the same time, the secretary stressed that the concession needs to take into account the “inter-airport system” of the capital of Rio de Janeiro, in a reference to the complementarity between the two terminals.
“Obligatorily, complementarity needs to be analyzed. If (each airport) is analyzed individually, in addition to the errors that the technical group has already identified in the modeling, (the concession) does not bring positive results for the State. Effectively, it brings harm”, said Miccione.
The secretary acknowledged that the international terminal has problems such as management, difficulties of access Galeão is located on Ilha do Governador, in the north, where it is reached, mainly, by the Red Line, one of the main access routes to the city and lack of security . But the “artificial” expansion of Santos Dumont would add to the list of problems.
“The artificial expansion of Santos Dumont will necessarily kill any action that Galeão or the State can promote. We have to have a public notice for the concession of Santos Dumont that has its technical capacity respected and management actions at Galeão”, said the state secretary.
Therefore, the suggestion of the Ministry of Infrastructure to pay for new accesses to the international terminal, such as a subway or tram line, is not under discussion. According to Miccione, the state government does not rule out making public investments in public transport to Galeão in the future, but is not studying anything in this regard at the moment, as it sees this matter as separate from the Santos Dumont concession.
“It is not possible, to the detriment of correct modeling, to use the grant to make compensations. These tradeoffs will not solve the problem. With a wrong model, the compensations are not enough”, said the secretary.
