Recovery, from the Cdm ok to the decree that accelerates the NRP: from tourism, one of the sectors most affected by the Covid pandemic, to the environment and digitalization
Scholarships, an eco-bonus for hotels, non-repayable contributions. A new control room to clean up public spending, a fund for digitization and resources for the relaunch of sport. They are the contents of the Recovery decree, approved this afternoon by the Council of Ministers. On the eve of the approval of the Maneuver, the government presses its foot on the accelerator for the National Recovery and Resilience Plan (Pnrr), and to achieve the 51 objectives that Italy has agreed with the European Union.
In the meeting of about an hour at Palazzo Chigi, two measures were approved (a decree law and a bill) to reach further 8 of the 51 milestones and targets whose achievement is expected, according to the PNRR, by next December 31st.
The 8 objectives are: 1. Fund for recovery and resilience Italy: it is also necessary to allow the financing of sustainable tourism projects. 2. Guarantees for financing in the tourism sector (M1C3-24) The provision provides for the establishment, within the guarantee fund for SMEs, of a special tourism section. 3. Recognition of tax credits for tourism businesses and the digitization of travel agencies and tour operators (M1C3-26) The law provides for a tax credit of 80% for increasing energy efficiency and anti-seismic redevelopment, the elimination of architectural barriers, the construction of thermal pools and the digitization of tourist facilities. Non-repayable grants of up to 40 thousand euros are also envisaged. 4. Establishment of a revolving business fund for business support (M1C3-25) This fund allows the granting of grants for energy redevelopment, environmental sustainability and digital innovation. 5. Change in the approval process for program contracts (M3C1-1) The process by which RFI program contracts are approved is accelerated. 6. Spending review reform (M1C1-100) The role of the Ministry of Economy and Finance is strengthened in overseeing the monitoring and evaluation processes of expenditure, also to support the other central administrations. 7. Experts for the implementation of the PNRR (M1C1-54) The regulations provide for the assignment of collaborative assignments to support the administrative procedures for the implementation of the Plan. It is a qualifying law preparatory to the achievement of the target that will be reached with the recruitment procedures. 8. Disability law (M5C2-1).
