The municipal coffers of Pilar de la Horadada will receive 41,952 euros per year from the operation of six kiosks in the urban area and on the coast of the municipality. Some installed and others to be built, have been put out to tender for a base tender budget (without VAT) of 288,769.56 euros. The six hospitality establishments are located, two in the urban area of Pilar de la Horadada and the other four in different urbanizations on the Pilar coast. The first two are those in the Ramón Eugenio and Andrés Murcia parks, while the last four are located on Río Nervión street in Mil Palmeras and on Salar, Mar Báltico and Costa Blanca streets in Torre de la Horadada.
The companies that are awarded each of these lots will be able to operate the facilities for six years, which may be extended for another two three-year periods.
The minimum annual fee varies depending on the location of the potential clientele and whether they involve the maintenance of sports facilities. The payment of the fee to the City Council will be paid, half in January and the other in July. Transfer or subrogation to third parties will not be permitted.
The start of the provision of the service will begin to count from the signing of the start document, which will be signed once all the kiosk-bar facilities are installed. Contractors will have three months to carry out these works from the signing of the contract.
The kiosks on Río Nervión and Mar Báltico streets will also include the management of existing and future sports facilities, which will consist of access control and the collection of fees, as well as their maintenance. On Río Nervión Street, there is currently a large sports court, two tennis courts, a small multi-sports court and another for petanque. In the future, it is planned to prepare two paddle tennis courts on the small sports court. In the case of Mar Báltico street, there are two multi-sports courts and there are no plans to expand the facilities. On Costa Blanca street, there is a running track and another for calisthenics. It is also planned to add a parkour track and a skate park.
The acquisition and installation of the kiosk-bar will be at the expense of the concessionaire and must be new or pre-owned, pre-owned being understood as being no older than six years. The kiosk will be completely removable at the end of the contract and will comply with current hygienic-sanitary regulations for the sale of drinks, tapas, sandwiches, portions and menus. The occupied surface may not exceed 150 square meters and a maximum of 50% must be used as a terrace.
The kiosks will have coffee bar hours from 6:00 a.m. to 1:30 p.m. and those with sports facilities will also open in the afternoon from 4:30 p.m. to 10:30 p.m.
The concessionaire’s obligations also include the express obligation to take out a civil liability policy for a minimum capital of half a million euros and the obligation to have a defibrillator, as well as train workers in its use for first aid.
Companies will have until the 27th to present their offers.
