Starting this Monday (September 9, 2024), all candidates and political parties must send the Electoral Court a partial statement of accounts for the 2024 elections. The deadline is Wednesday (September 13) and applies to all candidates running for election, regardless of whether their registration has been approved or not. The submission must be made by SPCE (Electoral Accountability System).
The partial financial statement must include all financial and/or estimable cash transactions that occurred from the beginning of the campaign until September 8, as provided for in article 47, § 4, of the TSE Resolution 23.607/2019.
Failure to submit or submit in a manner that does not correspond to the actual movement of resources constitutes a serious infraction, unless justification is accepted by the Electoral Court, which will be assessed in the judgment of the final financial report.
Ascepa (Electoral and Party Accounts Advisory) of TRE-RJ (Rio Regional Electoral Court) made available, on the Court’s website, a guidance on the delivery of the partial financial statements for 2024. The data on the partial financial statements will be released by the TSE (Superior Electoral Court) through the DivulgaCandContas system.
About accountability
Accountability is a duty of all candidates, including vice-presidents and alternates, and of party directorates. This is a measure that guarantees the transparency and legitimacy of party action in the electoral process.
Any candidate who renounces his/her candidacy, withdraws, is replaced, or has his/her registration request rejected by the Electoral Court must provide accounts corresponding to the period in which he/she participated in the electoral process, even if he/she did not campaign. If there is party dissent, the dissenters must also provide accounts.
Preparation and submission deadlines
To prepare partial and final financial statements, the Electoral Court provides the SPCE. It is important to note that the failure to provide partial financial statements may affect the regularity of the final accounts, as well as the presentation of accounts whose movements do not correspond to reality.
