Dealing with political and economic matters from the most varied spheres, the president of the Senate, Rodrigo Pacheco, criticized this Monday, 15th, about the end of the Ministry of Planning, defended the downsizing of the public machine and painted a negative scenario for the economy next year, predicting that 2022 will be harder than it was this year. The potential third way candidate made these assessments during the inaugural address of the IX Lisbon Legal Forum, whose theme is “Political Systems and Crisis Management” and which is promoted by the Brazilian Institute of Education, Development and Research (IDP).
“The outlook for 2022 is worse than it was 2021 because inflation, rising interest rates, rising unemployment, a 30% devaluation of the exchange rate, the water crisis are knocking on our door,” he enumerated. For him, the government needs to act to contain this negative scenario. Pacheco said, however, that he does not defend the Minimum Status, as some do, but its drying up. “With the deficits we have in terms of inclusion, thinking about a minimal state is something very selfish. It’s a worrying thought because we have to have the ‘necessary state’”, he argued.
The president of the Senate continued his argument saying that one cannot weaken powers and institutions, but fight excesses and privileges. “Brazil lacks a lot of planning. I resent the lack of the Ministry of Planning”, he said, being interrupted by applause from the audience, the only time this happened. The portfolio was suppressed by the current government to give more powers to the Ministry of Economy, which, in turn, encompassed a series of other ministries. To this day, President Jair Bolsonaro and Minister Paulo Guedes criticize the portfolio, saying that their work has never had practical effects.
Harmony between Powers
In a new offensive against President Jair Bolsonaro, Pacheco said that the Powers must be harmonious and respect each other, “each one fulfilling its role, without pretending to be the other”. At the event in Lisbon where the mayor was also present, Pacheco said: “I and (Arthur) Lira know that we are not president of the Republic. The President of the Republic must understand that he is not the President of Congress”, he stated. At the event, full of justice representatives, Pacheco added: “and the Judiciary also has to know that it cannot interfere in the Executive and Legislative powers.”
Electronic voting machines
In another stab at Bolsonaro, Rodrigo Pacheco said he did not know where the criticisms of the Brazilian electronic voting machine came from and also said that it is not possible to be against immunization against the coronavirus or the use of protectors that prevent contamination.
The president of the Senate began to list the achievements of Congress in recent years and cited the new legal frameworks for sanitation and startups, the move to improve education and national security, among others. “Even in football, we established a framework, creating the possibility of joint stock companies,” he continued.
During the listing, Pacheco highlighted that Brazil was also the first country in which the Senate began to function virtually during the pandemic. “Many times we don’t praise, we don’t talk about positive things about Brazil… As is the case with the electronic ballot box… Suddenly, broken criticism comes from I don’t know where”, he commented. President Jair Bolsonaro is one of the main questioners of the equipment. He said that he won the last election in the first round, but that the ballot boxes could be rigged and even questioned whether he would accept the result of the 2022 election if they were used.
Likewise, the President of the Senate maintained his support for measures to contain the proliferation of the coronavirus, another issue rejected by the President of the Republic. “It is not possible to preach the non-use of masks and non-vaccination”, he pointed out.
Continuing the Congressional list of achievements, he mentioned measures to help small and medium-sized companies, considered the biggest employers in Brazil, and announced that, in the coming days, the Senate will consider the bill on the foreign exchange market. Pacheco highlighted the law on improbity, approved in the Chamber, which the Senate also approved, “and which seeks to provide clarity and legal certainty, especially to public managers who cannot have their pens blacked out for fear of any act, including in good faith, being misinterpreted and liable to punishment”.
In addition to aiming very clearly at the government of Jair Bolsonaro, the president of the Senate made harsh criticisms, without mentioning the name, of former judge Sergio Moro, who reappeared on the political scene last week. The two are seen as potential alternatives to the polarization between Bolsonaro and former president Luiz Inácio Lula da Silva in next year’s election.
“The fight against corruption does not involve just one person, but a range of actions”, he said, citing examples considered even small, such as activities within companies. He also said that this fight need not go through “isolated acts that tend towards populism”.
Moro was considered by many as a savior of the country during his time as a judge in Operation Lava Jato cases. Some time later, his reputation came to the fore after learning about some of the ways in which the judge then acted and also because he accepted Bolsonaro’s invitation to become Minister of Security. Months later, he left office alleging interference from the Planalto Palace.
“Judges have to judge by appeal and evidence, and not by popular appeal, for media reasons”, Pacheco proved. At the event, he also covered topics such as education and the environment. The president of the Senate went to Portugal after a visit to Scotland, where the Glasgow Climate Convention (COP-26) was taking place.
