The accounts approved by the Governing Board include an expense per inhabitant that goes from 929 euros to 980 euros
“It is a project of budgets balanced in income and expenses, aimed at correcting the historical differences” between the city and the districts. This is how the Councilor for Economic Management, Enrique Lorca, defined the budget project for 2022 approved this Friday by the extraordinary Governing Board of the Murcia City Council. Some accounts that exceed 451 million euros, 5.7% more than in 2021 (24 million euros) and that foresee an expense per inhabitant of 980 euros, compared to 929 last year.
Lorca explained that investments grow by almost 39 million, and that 70% will go to the districts. Likewise, the growth of the Culture and Sports items stood out (2%) in both cases; Education and Nursery Schools (5.6%) and Youth, 9%.
In the investment chapter (including those from the AVE works), in these 2022 budgets (38.76 million euros), which are increased by 22.5% compared to last year’s budgets. More than half of these investments, 69.21%, will go to “improving the living conditions of Murcians who live in the districts of the municipality,” according to the City Council.
Undoubtedly, Enrique Lorca pointed out, “it is the greatest commitment to the districts of our municipality that has been made in history, since the investment reaches almost 70% of the total investment. In total, this year’s budgets that have been approved today by the Governing Board provide for an investment of 26.84 million euros in districts.
Thus, the following actions are included:
– Asphaltic renewal plan in districts and neighbourhoods: 2.3 million euros.
– Investment in public schools: 2.1 million euros.
– Investment in centers for the elderly: 1 million euros.
– Implementation of the Mobility Plan: 3.2 million euros.
– Sports facilities renovation plan: 4 million euros.
– Cost overruns for Phase 0 of the Murcia Alta Velocidad underground and loan: 2.2 million euros.
– New library branches and study rooms: 300,000 euros.
– New local police units in districts: 180,000 euros.
– San Andrés Green Corridor: 200,000 euros.
– Rehabilitation of the Armero Mill: 180,000 euros.
– Implementation of the Strategic Tourism Plan (Smart Office and Big Data Tools): 400,000 euros.
– New leisure gardens in districts: 250,000 euros.
– More opportunities for housing (expansion of the municipal park (agreement with the SAREB), reforms in municipal housing, and improving accessibility to municipal housing): 1.7 million euros.
Also with regard to districts, it should be noted that the expenses chapter has been increased by 10%, recovering part of the economic item lost in the 2020 budgets.
Increases state investment in the municipality of Murcia
Enrique Lorca also highlighted “the firm commitment of the Government of Spain with regard to the income received by the City Council for transfers, as opposed to the decrease in this income by the Government of the Region of Murcia.”
In this way, the Murcia City Council will receive 107.19 million euros from the State this year, for the 93.93 it received last year, which represents an increase of 14.11%. In contrast, from the Community of Murcia (autonomous transfers) it will receive 6.42 million euros, for the 9.28 of 2021. That is, the contribution of the regional Government of Murcia is reduced by 30.77% in these budgets compared to last year, as indicated by the Consistory.
Tax burden reduction
As far as fiscal pressure is concerned, the budgets of the Murcia City Council for the year 2022 are characterized by a decrease in it. Especially contributing to this fact is the 43% reduction in the Municipal Plusvalía, the suspension of the tax on tables and chairs for the hotel industry, or the freezing of taxes (vehicles, IBI rustic, IAE) and public rates and prices.
“It is important to highlight that this decrease in tax pressure is a firm commitment by this Government Team for our small and medium-sized companies, as well as for the self-employed. In addition, Murcians will also benefit from the freezing of taxes and fees, having the same receipts as last year, ”said the Councilor for Economic Management.
