We must fight for a parliament that tackles the issue of work without shyness, hesitation or fear. In the past with the strong right, social rights and civil rights did not have citizenship. Italy, on the other hand, needs more investments in active policies, a minimum wage and income, lower taxes on labor, gender equality in wages, more personnel and investments in education and public health.
The situation is dramatic:
• 9.1 million people in Italy live in a situation of unemployment or work hardship, a condition that mainly affects young people and women.
• Historical record in July 2022 of precarious workers: 3.2 million equal to 17.4% of total employees
• Over 4 million workers earning less than 9 euros per hour gross
Work, when it exists, is increasingly precarious, and is often paid little. We can reverse the current trends, never as today we have, also thanks to the PNRR, the resources for the investments necessary to create quality work and stem the phenomenon of precariousness.
Businesses create work and for this reason it is essential to fully support entrepreneurs with emergency measures to cope with high bills and strengthen structural measures to promote the green and digital transition and support investments in research and innovation.
Continuing training and active policies must play a central role in creating jobs, especially for women and young people, and equipping people with the skills necessary to face these new times. With this in mind, it is excellent news that in recent days the decree has been signed by Minister Orlando to refinance the New Skills Fund with one billion euros, orienting it to support digital and ecological transitions, a measure that will allow growth productivity of companies and safeguarding jobs.
It is also necessary to attack the issue of rights and salaries, to guarantee the worker a salary “proportionate to the quantity and quality of his work and in any case sufficient to ensure a free and dignified existence for himself and his family” as he reminds us the beautiful article 36 of our Constitution, an article that has been ignored for too long.
For this we want:
– Introduce the minimum wage at 9 euros per hour, with periodic revision linking it to inflation, and continue to support those without means with a minimum income;
– reduce labor taxes starting from low and medium incomes (the opposite of the flat tax where those who have a lot and those who have little pay the same rate) to guarantee an extra monthly salary at the end of the year;
– stabilize the precarious, increase salaries and staff in school and public health;
– making permanent employment more advantageous structurally and fiscally than fixed-term employment;
– a guarantee pension, allocating immediately the necessary resources to guarantee a decent pension for those with discontinuous working careers;
– zero contributions to be paid by companies for the permanent hiring of young people up to 35 years of age;
– no more free internships;
– the full implementation of the law on wage equality desired by the PD.
Work means dignity, the possibility of emancipation, freedom. We leave no one behind, we build a future of opportunity and not of fear.
