President of the Chamber has not spoken to Lula's minister; assesses that agreements with deputies were not fulfilled
The President of the Chamber of Deputies, Arthur Lira (PP-AL), treated the Minister of Institutional Relations, Alexandre Padilha – who is responsible for the political articulation of the president's government – coldly. Luiz Inácio Lula da Silva (PT) – during the ceremony to resume the activities of the National Congress this Monday (5.Feb.2024). They meet in 2 moments.
The Legislature is experiencing friction with the Lula government. The president did not go to the event. Deputies and senators are irritated by the veto of the head of the Executive of R$5.6 billion in committee amendments – those that are not mandatory and directed by the permanent committees of the Chamber of Deputies and the Senate.

- Upon entry to Congress:
The deputy climbs the ramp of the Legislative House alongside the president of the Senate, Rodrigo Pacheco (PSD-MG). At the entrance, they are received by ministers Alexandre Padilha and Rui Costa (Casa Civil), by the Attorney General of the Republic, Paulo Gonet, by the leader of the Government in the Chamber, José Guimarães (PT-CE), by the vice-president of the STF (Supreme Federal Court), Edson Fachin, and by other authorities. The interaction between Lira and the leader of Lula's political organization lasted just about 2 seconds.
Lira greets everyone in front of her, including Padilha, with a brief handshake. The minister smiles, leans close to the congressman and pats him on the back.
Quickly, the president of Casa Baixa ends the interaction with Padilha and continues the sequence of greetings. He speaks with Rui Costa, Gonet, Fachin, Randolfe, among others. In the case of the head of the Civil House, for example, it is Lira who leans over to give the minister a “pat” on the back, while they shake hands.
The two enter Congress side by side, but Lira avoids looking at Padilha.
- At the end of the ceremony:
At the end of the formal session, the minister goes to meet Lira and greets the president of the Chamber while smiling. The deputy avoids looking directly and then turns his back. Afterwards, the Minister of Institutional Relations greets the president of the Senate with a handshake and holds his arm, while Pacheco speaks to Lira, who is in front of the senator.
At this moment, Padilha insists on interacting with the deputy when trying to participate in his conversation with Pacheco, but is ignored. The entire moment only lasted about 15 seconds.
