A struggle over state institutions
Omar stressed that the armed groups and militias, which have imposed their control over Tripoli for more than 10 years, will not stop fighting and intimidating citizens and the security, as long as the money reaches them, until the Libyans succeed in establishing the state again.
In turn, Jamal Shallouf, head of the Silvium Foundation for Studies and Research, said that Libya will not find a political, economic, or even socially conciliatory solution, in light of the presence of militias fighting with their weapons around state headquarters in Tripoli.
Shallouf added that the equation is zero. Either these armed groups will remain as a real player on the ground in the western region without other political and social “facades”, or the international community will describe the Libyan situation in a real way, which is that “the solution in it will only be security.”
