In 2022, laws concerning restrictions on smoking people will be tightened in Russia. About new bans and fines warned Pavel Korytov, a lawyer of the European Legal Service, in a conversation with the Prime agency.
The expert recalled that in 2021, the authorities have already banned Russians from smoking in medical institutions, places of trade and in warehouses. Also, the requirements for the equipment of outdoor smoking areas came into force.
A blow to the wallet
Next year, Russians will begin to be fined under the article on violation of fire safety rules for smoking at real estate and enterprises, Korytov said. The sanctions will range from two thousand to three thousand rubles. At the same time, he stressed that in the event of a fire that arose through the fault of a smoker, the responsibility would be stricter – up to five thousand rubles.
The lawyer added that the legislative field regarding the introduction of all kinds of prohibitions and restrictions has practically been formed. In his opinion, in the future, the authorities will tighten requirements already in the economic space.

Moreover, if in 2021 the participants in the circulation of nicotine-containing products could still submit data to the Honest Mark labeling system themselves, then from next year this can only be done through an electronic document management (EDM) operator.
Reducing the number of smokers
Korytov recalled that for almost a decade the fight against smoking has been carried out within the framework of the implementation of the Framework Convention of the World Health Organization on Tobacco Control, which has been signed by over 180 countries, including Russia. In addition, he noted that the national project “Demography” set a goal to reduce the number of smokers in Russia to 10 percent by 2024. “And there is little time left, although progress is evident: according to Rospotrebnadzor, in 2020, 21.6 percent of Russians smoked, and in 2013 – 41 percent,” the lawyer said.

According to him, the authorities are discussing measures to introduce a ban on the sale of tobacco to persons born in 2015 and later, even after they reach the age of majority.
In addition, in 2019, the government approved a revised anti-smoking concept until 2035. The Ministry of Health was instructed to draw up an action plan for its implementation. The expected result is a reduction by 2035 in the prevalence of tobacco consumption by adults to 21 percent and children to 1 percent.
Tracking system
Earlier it became known that the smoking of cigarettes and vapes in the wrong places in Russia will be fought with the help of CCTV cameras. Currently, the development of a prototype of a system is starting to quickly catch the intruder and send a signal to the appropriate authorities or those responsible for security.

Other initiatives
Earlier in December, the head of the “Sober Russia” project, State Duma deputy Sultan Khamzaev came up with an initiative to introduce a special fine for smoking next to a pregnant woman or a minor. The deputy, in his address to the head of the Ministry of Health, recalled that now in Russia there is a ban on smoking in certain territories, for which a fine of 500 to 1.5 thousand rubles threatens, and on the playground – from 2 to 3 thousand rubles.
Prior to that, the government had proposed testing Russian children for smoking. The check will be carried out using a smokelizer – a device that determines the concentration of carbon monoxide in the exhaled air.
