Mexico City.– Despite the overwhelming results in favor of Morena, the electoral process was not complete, warns the National Agreement for Electoral Integrity (ANIE).
This mechanism is made up of 33 organizations focused on elections and democracy, 31 local electoral institutes, counselors and federal electoral magistrates.
In its report after the results of June 2, it states that in qualifying the election, the Superior Chamber of the Electoral Court must assess the irregularities of the political actors, interference by the President of the Republic, violence and omissions of the electoral authorities.
“The fact that election day passed without major problems does not mean that this electoral process is a model of integrity.
“When qualifying the presidential election, the Superior Court has the duty to review the regularity of an electoral process that had a resounding electoral result, but a particularly problematic development from an electoral integrity point of view,” the document indicates.
Remember that the ANIE has documented various violations of electoral regulations, as well as the inequality and resources that were used to favor the ruling coalition.
“This is without mentioning the lack of neutrality of key political officials. The issuance of more than 30 precautionary measures to the President of the Republic confirms his constant intervention in the process,” he explains.
The violence, the report points out, did have an impact on the results, since it has been the most violent, with 1,980 attacks, 34 murders of candidates and the resignation of 2,039 candidates due to threats or fear.
In a conference, Arturo Espinosa, from the Electoral Laboratory, considered that given the low integrity of the election, the electoral authorities have to reflect, with a self-critical vision, on the process.
The same as the political actors, who, he accused, violated and overstepped the law to get more votes.
“We see misleading results regarding what happened in the elections, the overwhelming results cannot hide that we have had elections with very low integrity, it must be highlighted,” he said.
The next few weeks are worrying
The report questions the role of the INE and the OPLES.
For example, he explains, the president of the electoral body, Guadalupe Taddei, took an hour longer than scheduled to issue the results of the quick count, which generated an information vacuum, in addition to the PREP being very slow at the beginning, causing uncertainty. .
The delay in preliminary results also generated uncertainty in other states, such as the collapse of the Mexico City Electoral Institute page.
The ANIE is concerned about the situation that has been registered in local electoral organizations in the distribution of multi-member votes.
He warns that the strategy of registering candidacies from the PVEM and PT as well as from Morena to achieve victories “artificially” has generated a distortion regarding the percentage of the vote cast and its translation into seats and seats.
Therefore, it demands that local electoral organizations and the INE make a legal and fair distribution.
He also warns that the coming months will be difficult, since both the federal Electoral Court, with its five regional chambers, and the 32 state ones are incomplete, and will have a host of challenges to resolve.
“We demand to avoid threats, discredit and stigmatizing discourse towards electoral authorities, especially when it comes to women, since this not only encourages political violence based on gender, but also contributes to undermining the legitimacy of elections in themselves.
“The detailed publication of audit reports on the campaign expenses of political parties is recommended, as well as the integration and publication of investigations arising from complaints about the possible use of public resources for political-electoral purposes,” the document adds.
