The Government of Carlos Mazón has limited the delegated functions of its general director of the Interior to only bullfighting celebrations and public shows. The senior official Vicente Huet, bullfighting expert named in the Plenary Session of the Consell on October 29, the day of the catastrophic DANA, has been excluded from public security functions, coordination of local police, and from the management of the regional Police. and civil protection, in an unprecedented decision for a director general of the Interior. The regional secretary of Security and Emergencies, Emilio Argüeso, signed on November 7 the resolution of delegation of powers of the general director of the Interior, published the following day in the Official Gazette of the Generalitat Valenciana, which excludes Huet from the main functions typical of his position, framed in the Department of Justice directed by Salomé Pradas.
The resolution, “in order to achieve greater agility in the processing of authorization resolutions”, considers “necessary and “appropriate” to delegate to the Director General of the Interior the powers of authorization of public spectacles, recreational or sports activities “whose realization takes place or its development runs through more than one municipal area of the Valencian Community.”
In addition, it also leaves in the hands of Huet (former mayor of the PP and former chief of staff of Vicente Mompó in the Provincial Council of Valencia) other matters such as the authorization of shows with animals when the autonomous Administration is responsible for its resolution, bullfighting shows in bullrings. bullfights and bullfighting celebrations such as ‘bous al carrer’, sessions in establishments with entry restrictions for minors or the approval of posters establishing the conditions of admission to public establishments.
Thus, the Director General of the Interior also retains the responsibility for sanctioning procedures regarding prevention measures against Covid-19 and “any other authorization and administrative action finalizing the procedures whose processing corresponds to the Autonomous Secretariat of Security and Emergencies. in accordance with what is regulated in the Entertainment regulations.”
Pradas kept the position vacant for three months
No trace of the usual functions of a general director of the Interior: matters related to public security, coordination of local police, management of the National Police Corps Unit assigned to the Valencian Community – with about 400 agents – and civil protection.
Vicente Huet, as this newspaper reported, was chosen by Carlos Mazón. The president and councilor Salomé Pradas signed the decree appointing the high position the same morning as DANA.
The Department of Justice and Interior highlighted, in statements reflected in a Europa Press teletype at 2:23 p.m. last Tuesday, October 29, the “knowledge of the idiosyncrasy of bullfighting celebrations and, especially, of bous al carrer” of the new stop post.
Vicente Huet took over from the senior position of Vox Arturo Alepuz Arrué, who was dismissed on July 12. Alepuz, a prison officer, held the position for almost a year, until Vox left the Valencian Executive last July. After the remodeling of the Consell, Salomé Pradas was appointed Minister of Justice and Interior and kept the position of general director of the Interior vacant for three months.
