The Children’s Ombudsman pointed out that sometimes a difficult diagnosis given to a child, or health problems, for example, due to an accident, traffic accident, often requires significant financial costs from the family.
In this case, she noted, a variant of financial support for parents could be to give one of the family members the right to use maternity capital funds for such purposes.

From January 1, 2022, the number of families eligible to receive a monthly payment for the first and second child up to three years old will increase in Russia. This will become possible due to a change in the procedure for calculating average per capita income. Moreover, the size of the allowance will also grow, it will be equal to the minimum subsistence level for the child.
The size of the maternity capital will also increase. According to the new norms of the law, it will be calculated according to the level of actual inflation, and not the forecasted one. It is noted that the size of the payment will be reviewed annually on February 1.
On November 2, the Russian government proposed to amend the Federal Law “On Additional Measures of State Support for Families with Children” in order to expand the right for fathers to additional measures of state support in connection with the birth (adoption) of children. In particular, it is proposed to extend the right to additional measures of state support to single fathers raising a second, third child or subsequent children born after January 1, 2007. At the same time, such a right can be obtained by fathers of Russian citizens born after January 1, 2020, in the event of the death of their mother, who is not a citizen of the Russian Federation.
It is specified that the father’s right to additional measures of state support on the occasion of the birth of a child is derived from the mother’s right and can only be exercised if the woman’s right to these measures has terminated on the grounds established by law.
The government also proposes to make it possible to transfer the right to maternity capital to children in equal shares in the event of the death of a man who is raising two or more children.
