This February 24, the president of Russia Vladimir Putin deployed ‘a special military operation’, in Donbas, Ukraine. Explosions and attacks have also been reported throughout the country.
Given this situation, the National Security and Defense Council of Ukraine (CSND) decided to establish a state of emergency throughout the country in the face of Russian aggression, except in the Donetsk and Lugansk regions, which are already under political-military administration. The state of exception is a constitutional right in which the sovereign determines the public enemy. This is used only in cases of extreme emergency such as natural disasters, wars, epidemics or pandemics.
Ukraine made the decision to establish the state of emergency after Russia recognized the independence of the pro-Russian separatists in Doentsk and Lugansk, and authorized the sending of Russian troops to these areas outside the control of the Ukrainian Army.
However, Faced with threats from Russia, the Ukrainian president decided to take the next step and impose martial law.

What is martial law?
It is a special legal regime that is introduced throughout Ukraine or in separate places in case of aggression or armed threatattacks or danger to the state independence of Ukraine, among others.
According to the Ukrainian newspaper ‘KP. AU’, the Eastern association provides that state authorities, military administrations, military command and local government bodies have the necessary powers to prevent threats, repel aggression and ensure the territorial integrity of Ukraine.
How will it affect Ukrainians?
According to the Ukrainian media, the lives of citizens where this law is already in force will change as follows.
Labor service will be introduced for healthy people who do not participate in work in defense and life support of the population, will be engaged in defense work and will perform socially useful work for the needs of the Armed Forces of Ukraine, other military formations, law enforcement agencies and civil protection forces.

On the other hand, employees who engage in socially useful work will keep their jobs. In addition, the capabilities and resources of companies, institutions and organizations will be used for defense needs.
Private properties and private or municipal assets will serve the needs of the State. A curfew will be established and the free movement of citizens will be restricted, as well as the circulation of vehicles.
Regarding the implementation of the curfew, the secretary of the CSND, Oleksiy Danilov, indicated that the decisions in this matter will be adopted by the regional authorities depending on the situation. He explained that in the Donetsk and Lugansk regions, parts of which according to Kiev are occupied by Russia, there is a special regime regulated by legislation.
The authorities will be able to review the documents of the people and if necessary their things, cars, luggage, among others. The trade in weapons, chemical and poisonous substances, as well as alcoholic beverages, will be prohibited.

The government will provide a supply of basic food and necessary products to the population. Also, convicts and people in detention centers will be taken to safe areas.
Telecommunications and internet providers, as well as media outlets, will be regulated by a special order. And finally, a ban may be made on the use of radio stations and the transmission of information through computer networks.
