The growing use of temporary labor became a topic of conversation last fall.
Social– and the group that considered the use of temporary labor in health care proposes a change in the law, in which the use of temporary labor would be the last resort to solve the labor shortage in welfare areas.
In the group's opinion, it should only be used to protect statutory services when people's basic rights are threatened and all other means to protect basic rights have already been used.
In addition, in the group's opinion, temporary labor could only be used to replace the short-term work input of an individual employee.
Likewise, the group wants to find out in connection with the change in the law whether it would be possible to set limits on the costs of temporary labor. It proposes a price ceiling.
Soten rental labor became a topic of conversation last fall, when information became public about, among other things, the costs of rental doctors in welfare areas. According to HS's report in most cases, hired doctors are paid around 150–200 euros per hour.
Personnel hiring also applies to other personnel groups, including nurses. There are plenty of companies in Finland that specialize in hiring social security workers.
Last fall, the Ministry of Social Affairs and Health set up a group, or “network”, to consider temporary labor, which was chaired by the ministry's chief of staff Brother Mikko Niemi. The group's report will then go to the discussion of the ministerial working group for a sustainable welfare society after the war.
Minister of Social Affairs and Health Kaisa Juuso (ps) says that the report on temporary labor was presented to the ministerial working group on Thursday and there was no time to discuss it yet. He does not yet want to take a position on the legislative changes proposed in the report.
According to Juuso, attention must be paid to the costs of temporary labor now that the welfare regions are under heavy pressure to save.
“But how to reduce the use of temporary labor is a different matter. In the board program, we have presented, for example, the use of surrogate pools,” says Juuso.
Work for hire the rapid increase in use is estimated to pose a significant risk to the functioning of welfare areas and the adequacy of funding.
“The excess price paid for the labor input creates economic inefficiency, which is in strong conflict with the cost-saving goals set for the economy of the welfare regions,” the group estimates.
The costs of using temporary labor in welfare areas were around 600–700 million euros last year, which is around five percent of personnel costs. In the group's opinion, the rapid increase in the use of temporary labor is the most worrisome.
According to the group, the use of temporary labor can be associated with risk factors that endanger customer and patient safety if there is a high turnover of employees and insufficient training.
In the group's opinion, welfare areas must be guided by the use of temporary labor, for which it proposes the establishment of a separate working group.
Municipality– and welfare area employers KT says in its release that the use of temporary labor jeopardizes the goals of social security reform, such as cost containment. According to KT, the extensive use of temporary work can make it difficult to develop the activities of welfare areas, because temporary personnel are not interested in the development of the working community in the same way as their own personnel.
Hali, an organization representing private health care, says that temporary labor alleviates labor shortages in the regions. I took an economist Joel Kuuvan According to He recommends that welfare areas increase, for example, customization of working hours.
Hali opposes the price ceiling. According to Kuuva, the price of hired labor “follows the costs of providing the service”. According to him, the service will not be produced if the price ceiling is below the costs.
