Database brings together information with the aim of supporting public policies for this population
The Government of São Paulo launched the “Observatory of the Rights of Persons with Disabilities”, an initiative of the State Secretariat for the Rights of Persons with Disabilities in partnership with the State Data Analysis System Foundation. The platform centralizes demographic, educational, employment data and other indicators across the State.
The objective is to establish a broad database to support more effective and inclusive public policies, in addition to monitoring the policies offered by the secretariat. The platform offers detailed information by municipality with indicators, reports and panels, enabling more strategic regional decision-making.
Furthermore, it functions as a source of research for professionals and scholars in the area, aligned with the guidelines of the International Convention on the Rights of Persons with Disabilities and the Brazilian Inclusion Law.
“These data are not mere numbers, they are stories, they are lives and rights that deserve to be recognized and guaranteed. It is a commitment to social justice and to building a society that values and respects diversity to its fullest.”says the state secretary for the Rights of Persons with Disabilities, Marcos da Costa.
STATISTICS
The most recent data from the State of São Paulo indicate an estimated population of 3.3 million people with disabilities – 1.2 million men and 2.1 million women. The stratifications are as follows:
- 1.6 million with visual impairments;
- 1.1 million with physical disabilities;
- 592 thousand with hearing impairments;
- 682 thousand with intellectual disabilities.
In the professional sphere, since 2020, there have been more than 110 thousand admissions of people with disabilities into the job market. From them:
- 40.0% have physical disabilities;
- 18.0% auditory;
- 18.0% visuals;
- 15.0% intellectuals;
- 3.0% multiple.
Sectors such as services (51%), commerce (25%), industry (19%), construction (4%) and agriculture (1%) represent the main admission locations.
In basic education, by 2022, the State registered 243.8 thousand students with disabilities. From them:
- 43.9% have intellectual disabilities;
- 29.5% autism;
- 13.6% physical disabilities;
- 5.3% multiple disabilities;
- 3.3% low vision;
- 2.1% hearing impairments;
- 1.8% deafness;
- 0.4% blindness.
In higher education, there are 15,356 students with disabilities:
- 34.7% physical;
- 29.2% low vision;
- 12.4% auditory;
- 6.3% intellectuals;
- 6.2% pervasive developmental disorders;
- 4.4% blindness;
- 3.9% giftedness;
- 2.3% deafness;
- 0.6% DEAFBLINDNESS.
In October 2023, 406.4 thousand continuous benefits were granted to people with disabilities. The initiative is stipulated in the Constitution and regulated by Organic Social Assistance Law and by decree nº 6,214. It consists of transferring a monthly minimum wage to people with disabilities, enabling their full participation in society.
