French company Nexa Technologies, accused of having sold cyber-surveillance equipment to the Egyptian government that would have made it possible to locate opponents, was accused in October of “complicity in acts of torture and enforced disappearance,” according to information from a source close to the case given to AFP.
The investigating judge ordered the indictment on Oct. 12, about four months after the indictment of four company directors and executives, according to that source, confirmed by another judicial source.
Contacted by AFP, Nexa Technologies attorney François Zimeray declined to comment.
In 2017, a judicial investigation was opened following a complaint by the NGOs FIDH and LDH with the support of the Cairo Institute for Human Rights Studies (CIHRS).
The complaint was based on an investigation by Telerama magazine that revealed the sale in March 2014 of “a €10 million eavesdropping system to fight – officially – against the Muslim Brotherhood”, the Islamic opposition in Egypt.
Called “Brain”, this program allows real-time tracking of a target’s communications from an email address or a telephone number.
NGOs accused this program of having served the wave of repression against opponents of Egyptian President Abdel Fatah al Sissi which, according to the CIHRS, provoked “more than 40,000 political prisoners detained in Egypt”.
The investigation carried out by the crimes against humanity unit of the Paris judicial court wants to determine whether the relationship between surveillance and repression can be proven.
