The investigation into the mafia of Social Health Organizations found notes about alleged payments to the lawyer Devair José da Silva Junior, or Raposão, an employee of the city hall of Barueri, in Greater São Paulo. In papers seized from members of the criminal organization that allegedly embezzled about R$500 million from health care, descriptions of payments of R$70,000, R$50,00 and R$15,000 were found next to the name Raposão.
At the time of the events, in 2019, Raposão was working with the then secretary of government of the city, Geraldo Vinholi, a former state deputy for the PSDB, which caught the attention of the investigators of Operation X-Ray. of belonging to the criminal organization led by doctor Cleudson Garcia Montali. Vinholi asks the target to contact the “lawyer”. In another phone call, Vinholi’s secretary talks to Cleudson. She says she’s calling at Vinholi’s request. Cleudson asks if she has WhatsApp and states that she will call through the app.
Cleudson’s group intended to enlist Vinholi’s help to disqualify a competitor and obtain administration of the Professor Carlos da Silva Lacaz State Hospital in Francisco Morato, Greater São Paulo. During the telephone intercepts of Operation X-Ray, Cleudson was caught dozens of other times maintaining contact with three state deputies, two federal deputies, mayors, councilors and with physician Cláudio Luís França Gomes, brother of the former governor of São Paulo Márcio França ( PSB).
Prosecutors are investigating the ex-governor’s alleged connection with the organization led by Cleudson, sentenced to sentences that, together, amount to 200 years in prison. On another front of the investigation, she provided evidence for the search carried out in the office of the governor of Pará, Helder Barbalho (MDB), due to fraud in hospitals during the fight against covid-19. In all, the criminal group would maintain fraudulent contracts with 27 municipalities in four states – São Paulo, Pará, Paraíba and Paraná.
THE Estadão looked for Geraldo Vinholi. He confirmed that he worked with Raposão, but denied having provided any assistance to the criminal organization. He said that none of the entities related to Cleudson’s group won the public call to run the state hospital. He also stated that he did not know the content of the conversations held by Raposão with suspected members of the gang.

The citations to Raposão and Vinholi are part of event 242 of the investigation carried out by the police, which resulted in Operation X-Ray. in Greater São Paulo. THE Estadão learned from the Civil Police and the State Public Prosecutor’s Office that the case of Barueri is the subject of an investigation.
In one of the calls intercepted by the Araçatuba Sectional Police, where the entire operation originated, Devair José da Silva Junior reportedly received a message in which the group would agree to pay “350/month” for the “first subscription”. The police want to verify if Raposão’s bank transactions record the alleged payments identified by the criminal organization. The report looked for Silva Junior at Barueri City Hall, but was unable to locate him.
